Traditional research of Cold War focuses on the foreign relations between countries during Cold War. Nevertheless, that is merely one dimension of Cold War. Since the traditional frame of Cold War theories could not comprehensively explain the complicated Cold War, the development of Cold War study calls for the innovation of Cold War study theory. From the perspective of research contents, the world was divided into two camps during Cold War which was one of the most important international systems has existed in the world should be studied by the researchers. From the perspective of research, the Cold War research has broader field which comprises different policy-making mechanisms, leadership, history, media, enemy perceptions, elites, historical memories, language system, and mentality and so on.1945-1953 is a beginning period of the two camps, is also an important period of the leadership of the Soviet Union and U.S. A were established. During this period, the mechanisms of the leadership of the two camps were different which determines the different fate of the two camps.This dissertation refers to the relevant monographs and articles and bases its arguments on the declassified archives from CIA files, National Security Council, Department files on Foreign Relations of United States, etc. International relations theories, diplomacy and psychology are expected to be fused into historical narrative to retrace the foreign policy of Soviet Union and U.S.A. toward Yugoslavia, addresses the differences and similarities between these two camps.The First Chapter examines the ally of Soviet Union and Yugoslavia to reveal the establishment, the legitimacy and charisma of the socialist camp. The memory, experience, the inspiration to catch up the developed country, the selection of revolution, de-colonization in Yugoslavia provides the motivators for the establishment of the socialist camp.The second chapter, a close relationship was established between Soviet Union and Yugoslavia which comprised dimensions of economy, technology, the institutions of regime, foreign relations, and media.The third chapter, Stalin made efforts to establishing a rule in Socialist camp when he tried to tackle the ally of Yugoslavia and Bulgaria, and Albania. He tried to force the countries in Socialist camp to "consult with Soviet Union before make decision for important international issues". Nevertheless, sometimes, Tito disobeyed the rules and Soviet Union which is one of the origins of the conflict between Soviet Union and Yugoslavia.The forth chapter, the period my dissertation is examining is an important period of the establishment of the enemy perception during Cold War. This chapter will reveal how the traditional enemy perception, the fear of war, geopolitics of the U.S.A push the formation of the Cold War enemy perception of U.S.A, and eventually demonstrated the American policy-makers'enemy perception of Soviet Union and Soviet were different. The American policy-makers made the decision to aid Yugoslavia to resist Soviet Union due to the different enemy perceptions.The fifth chapter,1945-1953 was an important period of the beginning of American foreign policy to socialist camp. For the first time, the policy-maker in U.S.A faced the split of socialist camp. The policy-makers utilized means of economy, politics, and philosophy to polarize the socialist camp. The participation of countries in the capitalist camp demonstrated the distinction of the relations between the allies in capitalist camp.
