Research On Urban-Rural Integration Of Social Assistance System Construction In Gansu Province

Social assistance as an important part of social security system, it plays an important role in the protection the basic living of poor group, protect their legitimate rights and ensure the social stability. Since the reform and opening up, economic and social construction in Gansu Province has made remarkable achievements, including social security in Chinese economic transition and social transformation process also has been greatly developed. However, due to the impact of regional differences and urban-rural differences, rural and urban poverty has become a main shackle on the healthy development of economy and society in Gansu province, and current system and policies are not effectively solve the existing problems. In the implementation of Co-ordinating urban and rural development strategy, social assistance is an important institution and social policies to solve poverty and safeguard civil right, and it play a special function in promoting economic development and social progress. Moreover, it will solve the problem of urban-rural poverty in underdeveloped areas.Based on the theories of social security and public policy, on the basis of reviewing the transition history of Chinese social assistance system, the paper analyzes history of urban and rural social assistance system in Gansu province, and objectively evaluates the current situation of the urban and rural social assistance system under the "dual structure", and seriously reflects the experiences and lessons on the operation of urban-rural social assistance system. In accordance with the guidelines and general requirements of urban-rural integration development strategies, considering the main problems on the operation of urban-rural social assistance system, proposing the strategic objectives, basic principles, development ideas and main content of urban-rural integration social assistance system in Gansu province. It adapt to the level of economic and social development in less developed regions, and link up with urban-rural integration social assistance system. Furthermore, the paper actively explores relevant supporting measures about the operation of system.The paper consists of the eight parts as follows.The first part is introduction. It introduces the background, meaning and method, the main issues, a few basic concepts in the research process, and innovation of this paper.Summary of theories was mentioned in the second part. Under the research topics of Gansu urban-rural integration social assistance system construction, analyzed and elaborated from social security of Marxist classical writers thought, the basic theory of social assistance, theories of anti-poverty and public policy. Preparing for comprehensively analyzing and assessing the transition history of urban and rural social assistance system in Gansu province, and make a theoretical preparation for constructing urban-rural integration social assistance system.In the third part, the paper use comparative method, analyzes successful experience of constructing urban-rural integration social assistance system in Zhejiang and Hunan Province, studies brief history and main content of social assistance system in United Kingdom and Sweden. It will provide direct and valuable reference case for the construction of urban-rural integration social assistance system in Gansu province.Through longitudinally analyzing the history of Chinese urban-rural social assistance system, the forth part comprehensively analyzes operation of urban-rural social assistance system in Gansu province, and objectively evaluates performance of constructing urban-rural social assistance system under the "Dual structure". Moreover, the paper tries to find the constraints in constructing urban-rural social assistance system in Gansu province, it will provide practical basis for the construction of urban-rural integration social assistance system in Gansu province.The fifth part introduces the path, strategic objectives, basic principles, main frame and operating mode for the construction of urban-rural integration social assistance system in Gansu province. And expounded to constructing the urban-rural unitied minimum living security system is the path of constructing urban-rural social assistance system, and analyzed the conditions of this system. The paper proposes the basic framework of urban-rural integration social assistance system in Gansu province, it is institutional system based on assistance project and management System relied on assurance condition. Institutional system based on assistance project includes survival rights assistance, development assistance, sudden emergency assistance, and supplementary assistance. Management System relied on assurance condition includes the management of assistance fund, management of assistance object and management of assistance performance.The sixth part elaborated the indicator and fundamental condition of constructing urban-rural integration social assistance system in Gansu provinceThrough the research, I believe that resolving deep-seated problems of urban poverty of western province as Gansu province with the underdevelopment economy and society, it must adhere the ideas of strategic development with urban-rural integration and make full use of special opportunities about promoting policy implementation of economic and social development in Gansu, and make efforts to advance the operation of urban-rural integration social assistance system, so that achieve economic and social development by leaps and bounds. I hope my research will be hopeful to perfect Chinese urban-rural social assistance system, especially helpful to other western province which have same situation like Gansu province.
