Leading cadre is the mainstay of the party's cause as well as the key to the success of socialist cause. Ideological and moral education has always been an important way to improve ideological and moral training of leading cadres and to promote the construction of leading cadres. Therefore, it is an important component of the Party's work. However, in pace with the development of reformation and opening-up and the socialist market economy, improving leading cadres'ideological and moral quality is an urgent need of strengthening the building of the Party's power. So researches on ideological and moral education of leading cadres have an important theoretical and practical significance.Researches on ideological and moral education of leading cadres are based mainly on two characteristics of leading cadres. On the one hand, leading cadres have multiple identities, including natural person, public man and political person; on the other hand, they hold the public power and charge with significant social duties. This paper tries to give an angle of orienting the political role of leading cadres in the political system of a party in power and discuss on the theory of ideological and moral education of leading cadres to raise, analyze and solve problems, based on two characteristics of leading cadres. On this basis, the paper is divided into three parts: introduction, main body (six chapters) and conclusion.The first chapter gives the definitions, characters, functions of ideological and moral education of leading cadres and the relationship between Power restriction and education. The chapter gives the definitions and structures of moral ideology and moral ideology of leading cadres, and then it gives the definitions, characters, functions of ideological and moral education of leading cadres. Meanwhile, according to the analysis of the rationality and reality of restricting Power, it makes a conclusion that ideological and moral education should be a valid selection.The second chapter concerns on historical evolution of ideological and moral education of leading cadres of CPC and sums up systematically the historical experience of each period of education, providing experience and the theoretical basis for further research. Judged by the time, it includes threes parts: the experience of the period of new-democratic revolution ,the experience of the period of establishment and early period of the socialist revolution and construction and the experience of the period of reform and opening up and socialist modernization construction.The third chapter discusses on the current situation of ideological and moral education of leading cadres and cause of formation. According to the analysis of the current situation of ideological and moral education of leading cadres, the part thinks that the majority of leading carders are good, which adapts to the Party's historic mission, but it still exists moral anomie of a handful of leading cadres. Meanwhile, it investigates the cause of formation from the aspects of the history and culture, economy, politics, moral, education and others by social investigation and analysis of corruption cases.The fourth chapter explains the new requirements and value goals of ideological and moral education of leading cadres. The part analyses the current situation of ideological and moral education of leading cadres, including social trends, country's basic condition and the Party's basic condition, and then based on this, it points out the four value goals of education: to firm belief in communist ideals; to strengthen the consciousness of using the power for the people; to strengthen the consciousness of being in power and keeping leading carders progressive, innovative and forward-thinking; to shape the administrative and moral personality.The fifth chapter concerns on the basic contents of ideological and moral education of leading cadres. The part discusses on the essential requirement on moral of leading cadres, ethics education with the power and education with using power morally to explain for whom to use the power, why to use the power and how to use the power, from two dimensions of power subject and the exercise of power. It includes the education of CPC's mission, loyalty, correct view of world, power and causes and the education of moral principles of responsibility, fairness, integrity.The sixth chapter concerns on the general ideas and tactics of ideological and moral education of leading cadres. The part points out five basic requirements of strengthening ideological and moral education of leading cadres, and then discusses on basic ways and means from aspects of educational patterns, educational carrier, educational environment, and evaluation criterion and self- disciplinary consciousness. In addition, in order to play effectively the long-term fundamental educational role, the part points out that it should start from the building of the educational organization mechanism, the building of the educational security mechanism and the building of the educational talent mechanism. To emphasize importance, complexity and arduousness of ideological and moral education of leading cadres will be proposed in the part of conclusion on the basis of summary of the whole paper.
