Study On State Capture Under China's Social Transformation

Social transformation should be a comprehensive transition of the systems of economic, political and cultural. The pace of transformation must be smooth and orderly in economy, politics and culture to ensure the transformation can move forward.However, China's social transformation is lack of systematic, balanced and comprehensive features, that breaking the balance between economic, political and cultural. The current social transformation in China:is:economic reform has already made great progress, market and social forces has been greatly developed,At the same time, political and cultural reform is lagging behind the pace of economic reform. The government is still in control of the most resource in society. This non-balanced transformation caused by the "time lag" feature, making the possibility of market and society capture government greatly enhanced.Therefore, how to prevent government were captured and stop government to deviate from its public interest orientation is the biggest obstacle in the process of China transformation Based on this, this article study the theory of state captureThe paper is divided into eight chapters, Chapter 1 sets out the research background and emphasizes on the value and practical significance of this study.Chapter 2 introduces the theory foundation of paper:the interest group theory, game theory, rent-seeking theory. Chapter 3 states the manifestations of state capture in society, introduces the damage of state capture, and analyses the likelihood of occurrence of it in China's social transformation. Chapter 4 focuses on the collusion stage of state capture. we divide the process of making public policy into policy agenda setting, policy planning and public choice.we get to know how the interest groups collusion with government by a description of the collusion of these three-stage.Chapter 5 analyzes the competition stage of state capture.The whole process of state capture includes not only the conspiracy stage,but also the competition stage.The government should balance the interest in society because of competition between interest groups and government, Chapter 6 focuses on how to happen of state capture.This chapter discuss the happen factors of the basis of capture, capture platform, capture opportunities,trigger mechanism and several other factors.
