| The governing concept is one of the important elements constituent theoretical system of political governance, and also a major issue which Marxist governing theory construction would face. Governing concept refers to the basic values of a ruling party after it came to power, as well as the mutual opinion about way of behavior and the expecting ruling achievements. Its main contents is focus on those major principal questions, namely, whom to reign for, who and how to reign and what governance goals should achieve. Whether a political party could, especially in a long period, maintain its governance owe to its having a governing concept reflecting objective facts. In the present era, strengthening the studies of Marxist theory on governance is good for the Communist Party of China enriching its Marxism governing theory, preserving their vanguard nature, and enhancing the Party's governance capability.Along with the successful realization of its capability in governing the whole nation from being in power partially of the CPC governance and the transition from a revolutionary party to the governing party of the nation, the evolution of Party's governing concept also experience the following periods:emergence (the Chinese Soviet Republic period), initial formation (the Yanan period), formal formation (the8th National Congress of the CPC), formation of the system (the15th National Congress of the CPC), and further developmental period (since the16th National Congress of the CPC).During this progress, its developmental features revealed clearly:combined deepening Party's governing concept with adapting Marxism to Chinese conditions; Enhance China's capacity for independent innovation for its important role in developing; and persisting seizing objective law as a basic principal in the evolution of the Party's governing concepts.The CPC think highly of the problems concerning governing concepts. Leadership group of past generations all have made great contributions to enrich and develop party's governing concepts. Since the16th National Congress of the CPC, the Party's4th generation of central collective leadership with Comrade Hu Jintao at its core carry on and further expand pervious achievements, forming a concept that enables the Party to remain a ruling Marxist party that is built for the public interests and exercises governance for the people; a party that practices Scientific Outlook on Development and adopts an overall point of view to build a moderately prosperous and harmonious society.Earnestly implement the governing concept of the Party. After the CPC becoming a governing party, major progress has been made in the construction of economy, politics, culture, society and self-development. But with the constant developments and changes in the global, national and intra-Party conditions, the implementation of the governing concept of the Party has also been exposed to many unprecedented tasks and tests. Ideological understanding is the prerequisite to the four modernizations, which helps wholly implementing the governing concept of the Party. Only if we have a explicit ideological understanding of what is a ruling party and what is the central issues of the Party's governance, the implementation of the governing concepts would follow a right direction. So, strengthening the consciousness of the governance could solve the problems relating ideological understanding; A fully implementation of the CPC's governing concepts which is guaranteed by party's organization construction, can be accomplished by promoting the construction of a Marxism studying party and strengthening primary Party organizations; Besides, there should be a sound system or mechanism as the foundation to fully implement the CPC's governing concept. Therefore, we need to improve the benefits coordinated mechanism and the mechanism of restraint and oversight on public power, deepen China's overall reform administrative management mechanism, and step up the restructuring of cadre personnel institution.
