A Probe Into The Outlook On National Interests In The Perspective Of "Harmonious World"

"Harmonious world" is the newest result of theoretical innovation of great guiding significance of our Party while drawing on both lessons and experiences home and abroad, grasping the development trend of international situation and facing the new times of peace and development.。It is the call of our times and all nations, as well as the common expectation and ideal of people of all countries to build a "harmonious world" of lasting peace and common prosperity. Confronting the complicated domestic and international environment, China put forward the theory of building a "harmonious world" to advocate an international environment in which different nations will cooperate in economy, learn from each other in culture, trust each other in terms of safety and help each other in the area of environment protection. As not only a kind of practice but also an ideal, the basic feature of a "harmonious world" includes peaceful coexistence, mutual respect and democratic cooperation.But the world we live is a real world full of competition and comparison. By advocating the concept of harmonious society we are not turning blind eyes to the conflicts and competition but are stressing that a "harmonious world" is a world where cooperation and competition is of proper order. This is to say that we can only be more practical and reasonable by forming modern national interest outlook in the perspective of "harmonious world" because nation-to-nation, group-to-group and nation-to-group relations are generally driven by interests. Common interests can be expended among allied countries on one hand and the conflicts among them are increased on the other. In the process of building the "harmonious world" new problems and challenges are posed for us on how to protect and realize national interests, how to integrate the interests of nation-state and the interests of the world at large, how to deal with the relation between building a "harmonious world" and maintaining national interests and how to form a proper outlook on national interests.The outlook on national interests is generally the fundamental outlook and essential perspective on the interests of a nation, which is consisted of two aspects:what are the national interests and how to understand and define them. These two aspects, which are clearly the starting point from which we study on the Marxism outlook on national interests, should also be the most fundamental issues of the Marxism outlook on national interests. Under these new historical conditions, the Marxism outlook on national interests could only be understood and scientifically enriched and developed when every Marxist would think through and explore both aspects of this issue. National interest is historical and international political norm at the same time. It has always been in the center of international political study of Chinese and foreign scholars. Along with globalization, multi-polarization and the development of the "harmonious world" theory, national interest of this new century is showing more characteristics compared with traditional outlook of national interest. National interest is a systematic theory. National interest changes with time. National interest is diversified. In one word national interest is neither isolated nor static and requires a developing and multi-perspective way of understanding so as to ensure an explicit definition and real protection of our national interest. To build modern outlook on national interest we need to persist in the principle of grasping the opportunity, pursuing harmony, concealing our ability and biding our time, always being well-prepared, exchanging interests, being flexible, seeing difference between home and abroad, seeking for mutual development etc. Interest, space and development constitute the major content of modern outlook of national interest and form a setup and system that exist in dynamics. In this setup and system interest is the core, development is purpose while space forms the systematic.Nowadays the world is in a period of drastic transforming. Violence and imbalanced development is still what no one can afford to neglect. Conflicts and contradictions like border and territorial disputes and regional conflicts are everywhere. Poverty, terrorism, transnational crime, grave epidemics and natural disaster occurs from time to time. New problems such as outer space interests, low-carbon economy arises one after another. However in spite of all the above mentioned problems peace, development and cooperation is widely recognized as the theme of our times and the profound changes taking place in the world today has provided opportunity for building a "harmonious world". To some extent various issues related to the building of "harmonious world" is connecting to the interest category of interests of sovereignty nation. How to build a "harmonious world" faces same problems as how to protect national interests as the two aims are of consistence and can be achieved in a win-win situation.At present the world situation is stabilizing. With the continuous growth of peaceful force, the deepening of economic globalization, regionalization and political multi-polarization, we see the maturing of international organizations and various international norms, and the surging calls against hegemonism and power politics. All these have created good opportunity to study and realize national interests. However we should also see that there are still problems not resolved in the world, which means that there are difficulties and problems in the way of realizing national interests. Those difficulties and problems, in relation with the interests of all human being, are exerting influences to the production and living of people, to the health and safety of people, and to the future interests of human being. In this great time of globalization the common interests of mankind and the interests of nation-states are organically unified. While protecting the interests of nation-states we should take the survival and development of the human being into serious consideration and seek for the common interests of mankind. Rising as a large developing country China is being ushered into a period of strategic choice from a strategic opportunity period. The rest of the world is looking at China to see how it will undertake more international responsibility. The question of how China will deal with the relationship between its national interest and the interest of the outside world now calls for profound study. The harmonious unification of national interests and world interests is a basic principle of China's foreign policy and the basic content of China's outlook on national interests. China is becoming a responsible member of the international community by actively participating in international and multi-lateral cooperation. We are in the second decade of the21century. Under this new historical circumstances, a serious study on the relationship of building a" harmonious world" and safeguarding the national interests helps the development of the Marxism outlook on national interests. The new development will ensure that the Marxism outlook on national interests deep pace with times and be more systematic and standardized and thus be more explanatory and attractive. Studying the national interests in the perspective of "harmonious world" will provide solid theoretical foundation for our country's reform and opening-up and diplomatic work. It is the persistence in and new development of Marxism national interests outlook and the aim and the major innovative part to probe the value orientation of modern national interests'future development, to try to realize the system-building of modern outlook of national interests, to give realistic thinking and value analysis of the future trend of modern national interests outlook and to expound the spirit and enlightening effect of national interests to current society while holding fast to the perspective of "harmonious world". Further from this point, this part analyses the frame building o modern outlook on national interests and proves into the way of how to build such an outlook.In the Introduction part, this dissertation raises its question and states the necessity to study the Marxism outlook on national interests from the perspective of "harmonious world". This part is also a general review and analysis of the research status on the outlook of national interests, and lays theoretical foundation and practice to its research. The first chapter of this dissertation explains and defines interest, national interest and the national interest outlook. The second chapter gives a theoretical and practical analysis of the origin and development of Marxism outlook of national interest and Western scholars' outlook on national interest. On this basis the dissertation analyzes the evolving and innovation of China's outlook on national interest, expounds the basis of modern outlook of national interest in terms of both theory and practice. The third chapter works on the relationship of the perspective of "harmonious world" and national interest, the relationship between the outlook of national interest and the outlook of "harmonious world", and explains the necessity and possibility of having a "win-win" situation of building a harmonious world and safeguarding national interests. Chapter four is a probe into the future development of national interests in the perspective of "harmonious world". It gives a realistic thought and value analysis of the future development of national interests. Chapter five tries to explain Western countries outlook on national interests and, then explains how China could draw lessens from those practices, and realize its own national interests using a "harmonious world" outlook and concept. Chapter six studies the system of modern outlook of national interests, including interests system, space system and development system. This is to build modern outlook on national interests with Chinese characteristics. The last part is the conclusion, which is a brief overall assessment and summing-up of this dissertation. The concept of "harmonious world" is generated from the "non-harmonious" of the world and is the response of China to the unreasonable international order. China, by successively advocating the building of a "harmonious society" and a "harmonious world", is giving answers to its responsibility of safeguarding its national interests to the most extent and taking its responsibility of protecting the overall interests of the whole world. The ultimate goal of harmonious world is to protect the common interests of the world at large and each nation in terms of politics, economy, culture, safety, ecology and others. This is to realize the unification of interests of the world and of each nation and a "win-win" situation of realizing a harmonious world and guarding the national interests.
