Research On Problem Craking Of The Construction Of Leading Cadres' Style In The New Era

The Party's style of work relates the image of the Party, the trend of popular sentiment and the survival of the Party. Leading cadres'behavior can be considered as a mirror which presents an overall outlook of leading cadres in different aspects, political quality, organizing ability, state of mind, attitude toward work, life style and so on. As an important political resource, the exemplary working style acts as a traditional virtue, a tremendous power which ensure the success of revolution and construction. At present, there are still some problems requiring urgent solution facing with the serious situation in leading cadres'style construction. Based on the basic principles and methodology of ideological and political education, comprehensive politics, theory of Marxism Party, public management theory, etc., this thesis attempts to explore the problems existing in leading cadres'style construction of the new period and the approaches to deal with the problems.A survey suggests that the main challenges facing the leading cadres' style construction are:slacking and formality in learning, selfishness and conservation in thought, laziness and blundering in working, bureaucracy and autocracy in leadership, corruption and enjoyment in life. Its main feature is in the form of has the hasten interest sex, in the ideological motivation has complexity.The main reasons for the problems are the profound changes of external environment, unsound political system and insufficient individual accomplishment.The scientific basis for overcoming the difficulties during the process of leading cadres'style construction mainly include the related theories, historical experience, the basic principles and methodology of ideological and political education.The guidelines for resolving the problems in leading cadres'style construction of new period are to address both the symptoms and root causes, focus on comprehensive management, take punitive and preventive measures simultaneously and lay stress on precaution. The basic principles include the principle of public interests first, equal emphasis on education system and monitor, the combination of inheritance and innovation. The biggest priority at the moment is to stimulate the motivation, improve the governance capability especially the executive capability, and enhance the effectiveness.The problems in leading cadres'style construction of new period can be resolved in the following five aspects:First, the problem of leading cadres'negative learning style can be resolved mainly through strengthening the construction of learning political party. To take a positive attitude toward learning and strengthen the consciousness including the responsibility consciousness of serving the overall interests, the competitive consciousness of improving the quality, and the mission consciousness of providing service. In addition, the learning rules and scientific methods should be studied and mastered which cover the deep understanding, mechanism construction and effectiveness pursuing. Efforts should also be made to explore the rules and approaches to learning, emphasizing on in-depth understanding, mechanism construction and effectiveness pursuing. The lecture by leaders and some experts should also be organized so as to bring the theory to grassroots level and improve the learning efficiency.Second, the problem of leading cadres'immature thought style can be resolved through emphasizing the ideological and political education. Individual personality education should be enhanced; the personality charm of leading cadres should be fully promoted. The Party's progressiveness education should be strengthened to improve the political quality of leading cadres and ideal and belief education should be encouraged to keep a broad mind.Third, the problem of leading cadres'blundering work style can be resolved through strengthening the consciousness of running the government for the people. To take the establishment of the system that can benefit all the people as a starting point, accurate function positioning as key point and scientific government process sets as a development point.Fourth, the problem of leading cadres'dishonest style can be resolved through making the Party and government affaires more transparent. Measures should be taken to further perfect the inner-party democracy and supervision system, and the disclosure system of information within Party committees and governments so as to establish the system of choosing and employing the people with both political integrity and professional competence.Fifth, the problem of leading cadres'life corrupt life style can be resolved through promoting a clean culture government. Efforts should first be made to popularize the education of clean politics and strengthen the clean politics consciousness of leading cadres. Then, the clean government system should be carried out to regularize the behavior of leading cadres. Besides, measures should be taken to construct the three bases and internalize the intellectuality and character.
