As a kind of social ethos and ideology emerged with the recognition of the state and ethnic relation and the establishment of nation-state, the nationalism appeared after the human society entering into the modern society. For the beginning of the emergence of nationalism, it has had a profound impact on the adjustment and reconstruction of relations among various nations and ethnic groups. The exploration of the origin, connotation and influence of nationalism as well as the summarization of development law of nationalism, so as to make it into a driving force in promoting the peace and development of the world, are becoming more and more important in nowadays.To have a thorough understanding of nationalism, the theoretical progression should be clarified. We should analyze the origin and definition of nationalism from the historical angle, definitely define the basic theoretical ideas of nationalism and systematically expound the various development phases and its characteristics, nature and historical position. Under the background of globalization, we should also research the characteristics of nationalism in the new era and the internal relation between nationalism and globalization, expatiating on the contents and the main representation of nationalism in the post-Cold War era, so as to summarize the various new characteristics of nationalism. The emergence of these new characteristics, such as globalization and generalization of the development trend, and the diversification and complication of the nature, on the one hand, changes the relations among nations and ethnic groups in some extent, helping alleviate the contradiction among different ethnic groups, adjusting the international political and economic orders, promoting the form of the diversified international pattern. On the other hand, the nationalism also creates regional unrest, affecting the economic development and social stability, among which, the Chechnya issue of Russia is a typical case.The long-standing Chechnya issue of Russia is resulted from various factors such as the grievances accumulated in history among ethnic groups, the backward development of the economy, the ethnic policy failures, the existing of religious extremists and the hostile forces from western countries. With the rise of neo-Russian nationalism, the main environment of Chechnya issue has changed a lot, and the sensitivity of nationalism in Chechnya has gradually intensified. To have a thorough understanding and resolve the Chechnya issue, the answer should be sought to from the game of neo-Russian nationalism and Chechnya separatism. The neo-Russian nationalism, which emerged in the new era, is undertaking intense pressure from the western world. In the process of a world facing national and social reconstruction, neo-Russian nationalism explores the issues such as the dealing with the western civilization, the handling of the ethnic relation and the maintaining of national interests. Among these issues, the most imposing is the Chechnya issue, which resulted in two Chechnya wars in the past years. Through the wars, the Russian central government maintained the national sovereignty and territorial integrity and struck the three forces. As the complicated historical and social reasons as well as the international background, the Chechnya issue could not be resolved in the short-term. So, the Russian central government launched the program of "self-government", providing a new idea in resolving national issues in Chechnya. Both the developed world and the developing world should pay great attention to the Chechnya issue.China is a unified multi-ethnic country. The Communist Party of China and the central government attach great importance to the handling of the ethnic relation and ethnic issues. The pertinent lessons draw from the Russian central government's experience of handling Chechnya issue could provide good reference for the Chinese government in dealing with socialist ethnic relation.
