State-owned Enterprise Under The Modern Enterprise System Of Party Building Research

State-Owned Enterprises (SOE) are backbone of our national economy and deepening SOE reform has become the important and tough task for the whole Party. About a decade ago, even earlier, Jiang Zemin began to pay the closest attention on SOE Party Construction (PC) work. He has addressed on many occasions since the Fourteenth Party Congress upon SOE抯 PC work and put forward the famous assertion that 搕he Party must not lose political leadership over enterprises? It is required by adapting to socialist market economy development and modern enterprise institution establishment, realizing the Two Shifts and basically guaranteeing the boost and facilitation of enterprise reform and development to strengthen and improve SOE抯 PC work, stick up to the political role of SOE抯 Party organization and fully play the political core- center role of our Party. The establishment of China抯 modern enterprise institution, meanwhile, also challenges the SOE抯 PC work with new situation and new problems and raises new and stricter requirements. Only serious review of problems and solutions in practice can be the Party抯 hold on political leadership over enterprises be guaranteed and the Party抯 leadership be more consolidated. From the angle of combining theory and practice, this thesis focuses on expounding the SOE抯 PC work under modern enterprise institution from the following five aspects: (1) The full play of political core-center role of SOE抯 Party organization under modern enterprise institution. It mainly elaborates accurate positioning issue of SOE抯 Party organization, analyses the elements and causes that influence the political core-center role play of SOE抯 Party organization and suggests relative proposals. (2) Strive to reinforce constructing the SOE抯 leadership ranks under modern enterprise institution. It explains that the leadership ranks construction as a key carries the magnitude of significance both in fully playing the political center role of enterprise Party organization and strengthening SOE抯 reforms. Detailed analysis are made as well on objectives of SOE抯 leadership ranks construction under modern enterprise institution as emphasis on the importance of establishing and perfecting a healthy growth mechanism of SOE抯 leadership ranks. (3) Unswervingly stick up to the guideline of whole-hearted reliance on workers class.
