The crimes have been so serious social problem that they influence the development of the human society though the ages. Therefore, the theories and the ways of controlling the crimes have also been taken seriously. China is one of the countries whose rate of the crimes is lower. And this is closely related to the successful experiences that the ancients found to control the crimes. Xi Han Dynasty was a foundational dynasty to find the ways to prevent and punish the crimes, but, by now, there have not any special and systematic papers to study the subject. So, the writer, on the base o f the studies of other scholars and other relevant achievements to try to make a preliminary arrangement and analysis to the foundational circumstances of Xi Han Dynasty's preventing and punishing the crimes.The paper consists of the preface, five chapters and conclusion.In the preface, the writer chiefly expounds the theoretical countermeasures and values of the ancient China's preventing and punishing the crimes, and discusses the significance of studying the subject. Then, the writer explains simply the present situations, focal points and difficulties of the subject studies. After that, the writer emphasizes that we can use the successful experiences of the old times for reference now.In chapter I, the writer illustrates the basic changes of the guiding ideology to bring the crimes under control in Xi Han Dynasty, and points out that the governors drew lessons from the fall of Qin Dynasty, in order to rule forever and fit in with the conditions of that time, on the base of Liyijiaohua, that the governors gradually established the basic patterns of preventing and controlling the crimes from all aspects through all channels. And the writer also thinks it was the important reason that Xi Han Dynasty could develop steadily for a long time. From chapter II to Chapter V, the writer respectively introduces Xi Han Dynasty's political crimes, the feudal official's crimes during their posts, the property crimes and injuring crimes. The writer fully analyses the net system's structures and the practice of measures of the preventing and punishing the crimes, in order to explain that the guiding ideology of Xi Han Dynasty's preventing chiefly and controlling the crimes comprehensively made the most of positive influence to relax the social contradictories and decrease the massive and general crimes. From this, it could reflect ripely governing experience of Xi Han's Governors.In the conclusion, the writer appraises objectively the history position and influence of the basic policies of Xi Han Dynasty's Preventing and controlling the crimes. The writer considers that it is the precious law cultural relics of our country, though it has some inevitable serious limitations.
