On Stimulating Institution Of Enterprise Technique Innovation

Taking the discussion of the implications of Technique Innovation, Institution and Stimulation as a start point, this paper assumes the primary position of enterprise in Technique Innovation and analyzes the close association between Technique Innovation and Institutional Innovation, makes clear the principles of Institutional Stimulation to Technique Innovation in theories of Marxism and western scholars, analyzes the realistic necessity of the perfection of Stimulating Institution for enterprise Technique Innovation.After analyzing the motivation system of enterprise Technique Innovation, this paper argues that the systematic frame of Stimulating Institution of Technique Innovation should be formed from different angles of enterprise, market and government, and from the internal and external sides of enterprise. It includes the stimulation of Enterprise Institution, of Market Institution and of government policies. In the session of Enterprise Institution stimulation, this paper researches the function mechanism and the perfection measures of Property Right Institution, Organization Institution and Administration Institution. In the session of Market Institution stimulation, through analysis of the relationship between the trade of innovation achievements and the enterprise Technique Innovation , and the relationship between Market Competition and the enterprise Technique Innovation, this paper discusses the Market Trade Institution which stimulates enterprise Technique Innovation and the issue of the construction of Market Competition Institution. In the session of the government policies stimulation, this paper analyzes the role of government in Technique Innovation and discusses the basic theories of Technique Innovation Policy and National Innovation Institution and make emphatic inquiry into the continuous perfection of Financial Policy, Commercial Policy, Patent Policy, Government Purchasing Institution and Medium-Small Sized Enterprises Policy. In the final session, this paper researches the important stimulating role of Informal Institution in enterprise Technique Innovation and analyzes possible measure to form Enterprise Culture and Social Cultural Atmosphere that stimulate Innovations from the internal and external sides of enterprise.
