Study On Sustainable Development Capability Construction In State-Owned Forestry Region

The 50-year's construction of state-owned forestry region was in motion of unsustainable development pattern. Carrying out state-owned forestry region sustainable strategy cannot be without sustainable development capability construction. Sustainable development capability construction features administrative levels and advance gradually. Directed by relevant theories, the dissertation studied the basic issues of state-owned forestry region sustainable development capability construction. It targeted at state-owned forestry region economic and social system and aimed at building up the platform of promoting state-owned forestry region sustainable development. The dissertation expected to provide guidance and policy-making basis for state-owned forestry region sustainable development capability construction.Forestry resources capability construction is the foundation and main part of state-owned forestry region sustainable development capability construction. Forestry resources capability construction consists of two types resources capability constructions, which are forestland and forest resources. Forestland's economic classification is the premise of forest separate management and the basis of forest resources capability construction. On the basis of three types of forestland categorization, the thesis advanced the plan of forest breeding management reorganization. According to the studying of three types of forestland, the thesis also advanced technical pattern of forest sustainable management and reform suggestion of forest right system that is restricting the developing of state-owned forest and forest resources. The thesis discussed the crux factors of forest sustainable management.Coordinating development of Forest industry is the basic demand of state-owned forest sustainable development and the important substance of development capability construction. The dissertation defined the feature of forest industry. On the basis of three-forest industry-category, the thesis put forwarded four-forest industry-category, which zero industry (environmental industry) was raised for supplement. The dissertation analyzed the relation between environmental industry and forest industry and the relation between forest three benefits and cost. The dissertation also analyzed the shortage of single-product state-owned forest industry and the contribution of forest industry coordinate development. It put forward a directive thinking for state-owned forest industry system construction. The directive thinking is: basis of resources breeding and management and development and utilization; leading by feature industry such as forest industry and forest tourism; aiming at meeting the need of market and public environment construction; guiding at systemic, synthetically and stereoscopic development; building up region industry group and industry train. On the basis of analysis industry position, it studied the relation between industry system and industry group and the relation between industry group and industry train. Using theorical pattern, itdescribed the relation and degree of coordination in industry trains and suggested the policy of adjustment of industry structure and advancement for state-owned forest region.Science and technology are support of sustainable development and the basic condition of bringing about sustainable development. On the basis of reviewing and summarizing the reform of the system of forestry S & T, according to the law of development of world S & T, it analysis the development status and trend the creative organization system of Chinese forestry S & T.
