This thesis uses the ideas of National Innovation system as a theoretical background to conduct a preliminary analysis of the innovation policies of the European Union (EU). The thesis comprises of seven chapters in total.The first chapter of this thesis contains a detailed analysis of the theoretical fundamentals of EU innovation policies, the theory of National Innovation System. The chapter firstly defines the concept of innovation and an innovation system to clarify the concept of innovation. It also introduces the concept of an "Area Innovation System" for the EU. After this, it provides a brief review of the development of innovation system theory as well as introduces a number of important views in this theory. With this foundation, the chapter then analyses the position of innovation policies in the National Innovation System, the goal of innovation policies and their content. Finally, it discusses some recommendations about European Innovation systems and problems concerning the position of innovation policies in European innovation systems in the backdrop of European integration. It then provides an analysis of the coordinated and dynamic relationships between innovation policies of the EU and that of member states. It also introduces some ideas concerning the structure of European Innovation Policies.The second chapter conducts a historical review of the EU's innovation policy by dividing it into three stages. The first stage from the early 1950s to the late 1960s was defined by the important of industrial policy and technological, cooperation. The second stage from the early 1970s to the mid 1990s was defined by the formation and development of a common technology policy. Finally, the third stage from the mid 1990s was defined by the formation and development of EU's innovation policies. It is important to note that the development of the EU's innovation policy was accompanied by the progression towards European integration. The orientation towards integration had an important effect on the substance and direction of the EU's innovation policies.The third to the sixth chapter provide a thorough analysis of four types of important EU innovation policies; they are the Framework Program for Research and Technological Development, the European policy for Small and Medium sized Enterprises (SMEs), human resource policy and policy for intellectual property.The analysis of the Framework Program for Research and Technological Development is primarily concerned with the Fourth and Fifth Framework Program. This thesis elaborates in great detail the background, characteristicsand important points of each program. With this foundation, it then evaluates the role and important issues of the Framework Program.The research of the European Union SME policy can be divided into two parts. The first part provides an introduction to the important points in the Promotion of Innovation and Encouragement of Participation of SMEs in the Framework Program. The second part provides a summary of SME policy of the EU and its member states in recent years. The points raised in this summary include improving the legal environment for SME innovation, providing easier ways to obtain financing, supporting SME technological innovation and providing information services to SMEs.The analysis of European human resource policies starts with its current situation by locating the factors governing human resource development. The thesis then investigates EU and member state's human resource policy from the perspective of education and training reforms as well as the increasing mobility and liberalisation of labour markets.The discussion of European intellectual property policy is conducted from the aspect of both the European Union and its member states. This includes the establishment of a common Community Patent, the transformation of the function of member states' National Patent Office, the promotion of SMEs' use of intellectual property and the promotion of public research institutes to use patents to encoura...
