Characteristics Of Industrial Policy. Our Current Economic System Under Study

The paper studies on the effective characteristics of Chinese industry policy system, under the basic economic system, with public ownership playing a dominant role and diverse forms of ownership developing side by side. The basic economic system, with public ownership playing a dominant role and diverse forms of ownership developing side by side has been established in China, so the significance of the problem is its significant directing function for Chinese economic developing at first. The second significance of the problem is its significant development of the theory, for the relation between ownership structure and the industry policy factors is a new region of economics.There are three steps for studying this problem. First we should know the accurate relationship between the factors of basic economic system and factors of industry policy. Second we should understand the characteristics of current Chinese basic economic system well and truly. Then we can get the effective characteristics of current Chinese industry policy factors. The paper studies the problem thoroughly around the above three sectors, and the main working outcomes as bellow:1. Finding that the policy object is decided by the ownership structure, so the effective implement approach and implement means of industry policy are related with ownership structure obviously.2. Getting the characteristics of the former Chinese industry system, and based on analyzing the policy implementing effect, with relating it with the characteristics of Chinese basic economic system on the time, we can validate the relationship between the characteristics of industry factors and the characteristics of basic economic system more.3. Studying thoroughly on the Chinese current economic developing stage and the basic economic system, with public ownership playing a dominant role and diverse forms of ownership developing side by side. Getting the main characteristics of Chinese current basic economic system, the main contradiction and tasks of current economic developing, and the main implementing approach for current targets of economic developing.4. Studying thoroughly on the characteristics of current Chinese industry structure policy and industry organization industry policy. Getting the effective objective, targets, implementing approach, implementing means and implementing mechanism of the policies.5. Tabling the policy proposal for accelerating the developing of diverse forms of ownership side by side, and insure the implementing approach of the industry policy be expedite.
