For The Twenty-first Century, The Sino-russian Strategic Cooperative Partnership

Both in history and in the contemporary times, the so-called international relations or international patterns refer to the actions of big nations and the development of the relations among them which promote, condition, and even destroy the progress of world development. Being two big nations in the world, China and Russia bear important responsibilities and duties for the peaceful development of the world. Faced with the challenges brought about by the world development after the Cold War and the development trend of the international society, the two countries have taken the lead in establishing a strategic and cooperative partnership facing the 21st century. We believe that it is of great significance to carry out research on this type of new relations between big nations. Being two biggest countries in the Asia-Europe continent and being the nearest geologically, China and Russia have every reason to promote and strengthen bilateral relations for the benefit of the two nations. There is historical proof that the best type of relations for the two countries is to live hi harmony, just like the consensus reached by the leaders of the two countries: "China and Russia will be good neighbors, good friends and good partners forever." Any antagonism and alliance do not conform to the basic interests of the two nations. As far as the world is concerned, the type of relations established by China and Russia influences the direction of the development of international politics and the changes of the international patterns. In the long run, with the development of the comprehensive national power of the two nations and the strengthening of the strategic and cooperative partnership between them, China and Russia will exert greater influence upon the world. The development of Sino-Russia relations will, in a certain degree, determine the international patterns of the 21st century, which is of great historic significance. This is the starting point of this dissertation.The dissertation probes into the establishment and development of the Sino-Russia strategic and cooperative partnership, the political relations in the partnership, the cooperation and communication in the fields of economy and trade, science and technology, culture and education, and military technology, the connection between this partnership and other countries and regions, the prospect for further development and potential problems, etc.The dissertation is composed of an introduction and six chapters.Chapter one gives a comprehensive account of the Sino-Russia strategic and cooperative partnership. The main issues discussed here are the cause of the establishment of the partnership, its process and conditions, its principles and aims, characteristics and significance. The account aims to shed light on why the relations between the two nations are strategic and cooperative, what factors prompt the leaders of the two nations to choose a strategic and cooperative partnership facing the 21" century instead of antagonism or alliance, why China chooses Russia, Russia chooses China, rather than other European nations, Japan or the USA to establish the partnership. The chapter,1which serves as a basis for the following chapters, offers a general and systematic survey of Sino-Russia strategic and cooperative partnership.Chapter two is about the political relationship of the two nations. Political relations are an important component in the partnership of the two nations, and the starting point and dominant part as well. Political relations directly determine the development and level of other relations. In the Sino-Russia strategic and cooperative partnership, political relations are the most laudable, creative and deserving to be used as reference.
