| Since 1980's, the growing development of high-tech industry has made a great effect on the world economy. The development of high-tech industry has the most important significance for the development of society and economy, and it needs the proper social economic environment. The idea of high-tech industrial ecosystem consider this environment as specific social economic ecosystem that is made up of regional resources, industry, transportation, communication and surrounding nature and human cultural environment.The research of this paper is in the economics field of high-tech industry while emphasizing on the practicability of the researching achievements in the way of the system science analysis. It mainly bases on the theory of evolution economics, which studies the macroscopic influence of the enterprises' microcosmic individual ability and behavior evolution on their industry and economic system in the market environment. It also adopts the research products of the industry organization theory, technology innovation theory and regional economics to study the living, development and adaptation of the high-tech enterprises, which are the basic issues for their evolution. The exploration of high-tech enterprise growing principles and their mutual effects on the regional industry ecological environment provides the theory supporting for developing regional high-tech industry.Studying the market behavior features of high-tech enterprises and industry developing environment, this paper presents the enterprises' value of systematic living and the basic rules of industry ecological analysis. Based on complex adaptive system (CAS) theory of modern systems science as the means of analyzing high-tech enterprises and their industry ecology, the system vitality model of high-tech enterprise is established. In this model, it is reflected that the behavior of the high-tech enterprise acting as an individual agent and the relations of the agent with others. The function of the factors of organization and institution involved in the system are also reflected in the model.Through the analysis of the growing mechanism of high-tech enterprises, this paper also discusses the behavior limited condition of the system agent, offering a kind of economic behavior principles for analyzing agent behaviors and exposing the system features of high-tech industry ecosystem and controlling principles. Comparing the relations between the system vitality and environment of the enterprises, it gives the system vitality analyzing models of high-tech enterprises by the synergy principle, establishing the relations between high-tech enterprises and regional industry ecology and providing their evaluation means for the government and enterprises to evaluate the growing environment of the regional high-tech industry.Through investigating the factor relations between industry ecology and human cultural environment, social network environment, institution arrangement, industry policy, knowledge innovational environment, capital environment and etc, the paper focuses on the analysis of functional mechanism for industry ecological evolution with the industry environment factors mentioned above, compares the high-tech industry evolution path and innovation environment in Beijing, Shanghai, Shenzhen and other places, discusses the motive origin and functional mechanism of high-tech industry evolution, and analyzes transmission mechanism of high-tech industry policy and the function of the role of government, the efficiency of the policy.
