The current situation, home and abroad, faced by city management impulses us to consider the transformation of the functions of the city governments. To solve this problem, professor Yao has suggested "The Five Functions of city governments": guidance, norm, governance, service and operation. The city norm discussed in this thesis is one of FIVE FUNCTIONS, on which the whole discussion centers."NO NORMS, NO DIFFERENCE BETWEEN CYCLE AND SQUARE". Based on the needs of city guidance, by formulating laws, polices, and regulations and rules, and actively guiding the formation of norms, ethics, customs and every kinds of invisible restrictions, the city norm is a fundamental management function to restrict and predict the activities and behaviors of city government, social communities, city residents and entrepreneurs. Norm is actually the "the rules of a game", whose biggest feature is to restrict. The function of city norm is to work out the corresponding norms to develop the city's economy. Actually, it is a process of working out norms. .Conceptualizing the city norm as the starting point, the author pays much attention to the significance, essence and the reasons of norm. Furthermore, the theoretical basis and institutional architecture for the norm of cities by governments, firms and citizens are presented, which provides a new weapon and theoretical basis for the city management by governments in the new era.In essence, norm is a culture. As far as the form of city norm is concerned, it is the results of value structure, accumulation results and culture evolution. From the game theory point of view, city norm is an ideal balance of interests among actors. And it is a result of collective selection from the perspective of public selection. Since the individuals constituting city governments are "economics" and transactional costs exist, the captured becomes the normalcy of city norm.The architecture of city norm is the institutional design of behaviors of governments, firms and citizens through the study of theoretical basis, formulation process and functions of city norm to realize the sustaining development of cityeconomics, society and environment. The norm design of city governments is to make a clear distinction of governments' functions, responsibilities and duties. In addition, institutional designs such as self - discipline of officials can reach the purpose of decreasing abnormal behaviors such as corruptions, improving the governmental efficiency and reducing the costs of governments. The norm of self-discipline is a necessary condition of constructing an incorruptible and efficient government. The norm design of city firms is to maintain an equal market order, restrict the negative effects of firms' behaviors and encourage the positive effects to realize the healthy and normal development of the city economy through an institutional design. The norm design of city citizens is to protect citizens' legal interests and break down illegal behaviors to realize the co - existence of all citizens and the stability and development of the society.The thesis is divided into seven chapters. The first chapter mainly discusses the concept of city norm and the typology, the system and the roles of city norm. The second chapter deals with city norm from the economics point of view. In this chapter, the author mainly talks about the essence and the formulation and the normalcy of city norm from the perspectives of culture accumulation, game theory and public selection. According to the author, city norm belongs to the captured situation and cannot reflect the public's interests. In the third chapter, the forms of city norm are studied focusing on visible and invisible aspects. After the discussion of the relationship between law and morality, rule by law and by moral, the author provides a "rule by manner" city governance model, which combines rule by law and rule by moral.In chapter four, the city extra-norm, the city managerial system and its reform are discussed.
