New Non-public Economic Policy Of The Historical Survey (1978-2003)

Since the Third Plenary Session of the Eleventh Party Central Committee of C.P.C. The individual, private and foreign capitals economy which have already been close to becoming extinct in China resumed and become vigorous again gradually in the practice of reform and opening-up. Before reform and opening to the outer word, the Party had undergone a winding course in the non-public economic policy. On one hand, the chapter analyse the course of the party's preliminary exploration in theory of non-public economy. On the other hand, the chapter make systematic retrospect and analysis to non-public economic policy of the party in the democratic revolution and the early days of the foundation of our country. This Chapter analyse emphatically the deep reason of the non-public economic policy of the party developing in heckle and summarize the experience and lessons.Chapter two concerns about the individual, private and foreign capitals policy of our country between 1978 and 1988. In the course of reform and opening-up, the individual economy resumed progressively, and private economy began germinating on this basis. New constitution that passed at 1982 confirmed the legal status of individual economy. On the initial stage of private economic germinating, in face of the censure of theory circle, the Party and the government were determined to adopt the policy of "waiting and observing". The attitude served as protection and acquiescence to private economy. In 1987, the central authorities acknowledged the legal existing of private economy formally. Meanwhile, foreign capitals economy begin to come into being. On the initial stage of the opening to the outside world, in order to accelerate importing foreign fund, the government made great efforts to improve the investment circumstances. Meanwhile, the coastal special economic zone had been set up swiftly. In 1984, the situation of importing foreign capital had already been for the better. The 13th Representative Conference of the C.P.C. held in 1987, the position of non-public economy at the present stage was confirmed tentatively, namely it is "essential and helpful supplement" of the socialist public-owned economy. Thus, the non-public economic policy of our country had come into being tentatively.Chapter three deals with the adjustment of the non-public economic policy. Because the drastic changing of the political situation and the adjustment of the national macro economic policy from 1989 to 1991, individual and private economy had come down drastically. This chapter explain the great influence in the development of individual and private economy about the improvement and rectification policy since the second half of 1988, the political disturbance in 1989 and "left" ethos thereafter. In the face of the declination of individual and private economy, since the second half of 1990, the Party and the government took the effective measure actively, adjusted the policy, steadied individual and private economy.
