Study On Public Participation In Development Projects

Public participation is a new research field, democracy management idea. It involved management, economics, organizational behaviorism, political science, social psychology and so on. From different angle of perspectives, public participation is a new project management idea, a new project management means, project management method and a way to realize project management aim.The article firstly clears up the conception and evolution of participation, and then brings forward the problems existing in participation research and the study field of this article.The article sets forth the connotation of participation strategy, and then analyzes the contents and process of participation in development projects and the tools and the methods using in participation. After analyzing the influencing factors, it concludes that the political, economic, social, family factors are the main ones in participation. Then bringing forward the problems existing in the implementation of participation strategy, and in order to realize participation and increase the efficiency the countermeasures are as follows: establishing and strengthening the mechanism of participation; organizing the public to participate moderately; choosing proper contents, methods and tools, and so on. Then the article put forward the divisor criterions of stakeholders and the detailed methods of analyzing them, it concludes that establishing cooperation between different stakeholders and putting up benefit compensation can harmonize the conflicts between them, it studies the supervision in executive process and the evaluation of the affects of participation, and gives a series of indexes for the objections and contents of supervision and evaluation.Identify the cost and benefit of participation, and then put forward the measurements to reducing the cost of participation. The relationship of the cost and the benefit constrained even decided the action of public.
