The Special System For Supervision Of The Governing Party With Chinese Characteristics

The report delivered at the 16th National Congress of the Communist Party of China (CPC) laid an emphasis that "We should establish an mechanism for the exercise of power featuring reasonable structure, scientific distribution, rigorous procedures and effective restraint, survive to tighten supervision over power in terms of decision-making and execution and other links." The special organ for supervision of the governing party, whereas, is an important power to exercise authority, supervision over and restraint on the party members and the party organizations. Therefore, to strengthen the special system for supervision and mechanism within the party is of great realistic significance to build up the governing capacity of the CPC, to strengthen the foundation of law, to constitute strict and effective social system for supervision and to build socialist political civilization.Guided by such theories and thought as Marxist political theories, Deng Xiaoping's theory, the significant thought of "Three Representatives", the dissertation adopts history approach, comparative approach, system approach, authentic-proof approach and comprehensive analysis, thoroughly and systematically elaborates and analyzes generative trail, principal contents, operational condition, system background and the perfection of the route of the special system for supervision of the governing party with Chinese characteristics. Moreover, it brings forward some unique and original ideas.The dissertation can be divided into nine parts composed of introduction, seven chapters of the body and conclusion.Introduction briefly introduces the current research situation of the special system for supervision within the party, maintains it's a forward subject worthy of deep-going and systematic research, discusses the realistic significance of probing into the subject, defines and explains basic implications of the concepts concerned. On the basis of the above, the research methods and basic framework are expounded.Chapter I traces back to the historic origin and generative trail of the special system for supervision within the CPC. It holds that the theories and practice on which the special system for supervision have been established by Germany Social Democratic Worker's Party, especially, the Russian Communist Party (Bolshevik) exert a far-reaching influence on the establishment of the special system for supervision within the CPC. By expounding the four historic developmental periods of the special system for supervisionwithin the CPC, namely, the period of the special organ for supervision within the party parallel to the party committee, the period of establishing the special organ for supervision within the party committee, the period of the lack and loss of the special system for supervision and the period of the recovery and development of the special system for supervision, the dissertation reveals the uneven developmental hard course and evolutive basic framework of the special system for supervision of the governing party with Chinese characteristics and concludes the historic experiences and lessons.From the perspectives of practice and comparison. Chapter II illustrates and discusses the leadership system of the special organ for supervision within the CPC of the double leadership- the same-level party committees and higher-level committees for inspecting discipline. It makes an authentic-proof study of the establishment of the double leadership and actual operating condition, elaborates and analyses the supervisory tasks and responsibilities, the supervisory measures and means under the system of double leadership, conducts a comparative study of the leadership system of the special organ for supervision of the CPC and the governing parties of the other socialist countries.
