Labor Transfer Of Employment Conditions And Institutional Conditions

The migration of labor (MOD , takes an important role in economic development. This dissertation believes that MOL is the major outlet in promoting the conversation of dualistic economy, and the nucleus part of industrialization and urbanization, and an important way in promoting the economic growth. Still, it is the central work in resolving the San-Nong issue (that is, the poverty of farmers, the lag of agriculture development, and the underdevelopment of the rural areas) in China. There're many pre-requirements to promote MOL, and in literature, there're already some study concerning the cause, way, and industry development condition of MOL. While, the employment condition and institution condition of MOL requires more study, which is just the theme of this dissertation.To discuss the relation between MOL and its employment condition and institution condition, a model on MOL is developed. By introducing a variable of employment possibility, we prove that MOL is indispensable of the employment condition. Then, we argue that industrialization and urbanization is the main channel in producing employment condition, firm is the micro base in producing employment condition. So, the strategy of industrialization and urbanization, as well as the form of firm, are very important. Market-oriented industrialization and urbanization, small and middle enterprises, are conducive in creating employment opportunity. In absorbing the labor from rural areas, SME, compared with the large size firms, has more capacity and potentiality, higher efficiency in employment/capital ratio, and lower pre-requirement. According to the experience of overseas and China, SME is a better way in creating work opportunity and promoting MOL.By introducing an institution variable to the model, we prove that MOL is also indispensable of the institution condition. Then, we argue that the institution of rights is the core of the institution condition. To reform the institution of rights is the key in creating a good institutional environment and in improving MOL. The institution of rights is consisted of institution of property right, institution of non-property right. All these institution impact MOL by increasing or decreasing the income and cost of labor.The task of MOL in China is very arduous at present. From the view of Producing employment condition, Devoting major efforts to developing SME is the key of promoting MOL. From the view of Producing institution condition, more reform of the land system, labor and employment system, census system, welfare and social security system is required.
