Having discussed the developing procedure of Hukou system: the logic of its occurrence, strengthening, and slacking, this dissertation explored other obstacles about Chinese rural labor force entering urban areas. Those hindrance comes from opinions popular in urban communities and urban administrative groups, including three typical standpoints supporting the refusal attitude to peasants -rural labor force in urban areas substituting the lay-off workers' working opportunities, aggravating the shortage of urban construction, and increasing the criminal rate in urban areas.After comparing the human resource of two groups: rural labor force in urban areas and lay-off workers, I find that the human resource level of two groups presents the similarity in several aspects, which leads to a reasonable conclusion ?the contest between two groups hunting for employment position will last for a long time and be severer than current situation. However, if only the substitute rate continues less than 1, the peasant workers obviously provide positive contributions to urban economy.The article criticized the opinion that "the shortage of urban construction will bring severe problems because of rural labor force entering urban areas" and point out three reasons shaping the shortage of Chinese construction in urban areas: few deposit construction resulted from state-owned enterprises having the capacity of enduring high cost produced by it, less flow volume because of defective investment system, and the sharp increase of aggregate economic activities volume. The rural labor force in urban areas is not the main factor worsening the issue after examining the case of transportation in Shanghai, the largest city in China.Whether the peasants in urban areas increased the urban criminal rate concerns the attitude of urban administrative groups dealing with China's urbanization. After probing the investigation data, I draw a conclusion that the peasant workers' criminal rate seems rather low comparing to other categories' criminal rates. The criminal rate of rural labor force appears probably more related to the poverty level than other factors, such as economic development, cultural changes, and educational level. The point of decreasing the criminal rate exists in increasing the employment in cities and reducing the poverty population.All the above analysis induces the conclusion that the excuses of refusal rural labor force entering cities are unreasonable. The urbanization may become the next source leading China's economic growth.
