Sustainable Development Evaluation In Beijing Mountainous Area

Instead of conventional development model, sustainable development has been widely accepted by the worldwide society. China put forward the new strategy of overall, balanced and sustainable development, which intensified sustainable development according to the current situation of China. How to evaluate, plan, monitor and achieve sustainable development of a specific region becomes a theoretical and technical issue, which need to be solved urgently. In practice, since mountainous region covers 2/3 of the whole area of China, its sustainable development is the hot region of our country. In this dissertation, taken Beijing mountainous region as study area, the evaluation theory and method of sustainable development are probed in depth. The main results include:(1) Ecological economy and landscape ecology are merged and applied in sustainable development evaluation of Beijing mountainous region. The landscape measure of regional sustainable development is to build a model landscape with reasonable structure, efficient function and harmonic relationship of ecological system.(2) The time series of ecological footprint from 1980 to 1999 are calculated using ecological footprint model; and the ecological capacity of three years are calculated according the ecological land classification from remote sensed data, and then the ecological deficit of three years are acquired by the difference between ecological capacity and ecological footprint. Beijing mountainous region became ecological unsustainable development in 1999 and the ecological deficit was 0.27ha per capita. The counties including Fangshan, Changping and Pinggu had the serious ecological deficits. The merits and faults of ecological model also discussed.(3) After analyzing method of multi-indicators evaluation system, the sustainable development multi-indicators systems of Beijing mountainous region are built. With this system, the time series of sustainable development indices are calculated, and the types and limitations of sustainable development are simply compared. The ability of sustainable development in Beijing mountainous region is weak, though the index of each county just climbed from about 20 in 1980s to about 50 in 2001. The main limitation subsystems are subsistence supporting system and development supporting system, poorer competitive abilities based on the conventional economy structure. This study builds the tree structure of indicators that can easily get the finial index at root node through the leaf nodes, also can down the leaf nodes to find the limitation factors from root node. Hence the tree of multi-indicators improves the ability of explanation and synthesis.(4) The primary sustainable development state model is built on the assumption that the land use and land cover change is the signal of ecology and socio-economic systems. The land use and land cover state model is built based on spatial transferring matrix of states and spatial pattern controlling, which can easily link with the ecological footprint model, and also multi-indicators of sustainable development through the regression analysis.
