With the rapid development of agriculture, the productivity of primary products has been improved sharply in China. At the same time, there are many disadvantage factors, such as the scarceness of natural resources, the deteriorism of the ecological environment, the competition with the international market, etc. The Huang-Huai-Hai plain (HHH plain) is the largest plain in China, which is becoming the important agricultural product base of "the South food supplies transport to the North". Local development faces the challenge and the chance, which not only is the same to the other region but also has its particular characters.Based on plenty of relevant researches about agricultural development, the dissertation puts forward the agricultural structure adjustment and development strategy of the HHH plain which has great significance both of theory and practice to solve agricultural water resource shortage, to utilize the land resource high-efficiently, to develop sustainable agriculture, to take part in the world farm products market which under WTO frame and to increase peasants' income.Agriculture is a complicated and huge system. It takes on multiple functions: producing grain, developing economy and protecting and improving ecological environment, etc. Agriculture activity should obey the natural law and the economic law. It is the theoretical basis to research the regional agriculture that the natural region diversity law, ecological economic theory, agricultural location theory, comparative advantage theory and theory of returns to scale etc. And the dissertation takes the idea of sustainable agriculture as the guidelines and the three stages theory of the agriculture and countryside development as regional agriculture development strategy theory.The dissertation reviews the agriculture production history, analyzes the status quo, the change of river system, soil evolvement and the forming course of economic position, and discusses the precondition of the agricultural development of the HHH plain.The agricultural system database of the HHH plain is set up by using Mapgis software . On the basis of that, the dissertation analyzes the situation of primary product and the challenge of agricultural development. Agricultural production of the plain takes the absolutely advantageous status in China. But it takes on fluctuant change for the structural adjustment. The product quality faces up to enormous domestic and international markets challenge and the peasants face up to the slow increasing of their incomes. The shortage of water resource is more serious for the planted system, climatic change and low utilization ratio. Cultivated land resource is reducing rapidly for nature factors and urbanization process, etc. The analysis results indicate the resources utilization mode in the HHH plain is still high investment, high-energy consumption, and grievous pollution. All the analysis above offers the qualitative and quantitative foundation for the structural adjustment and development strategy.The agricultural structural adjustment puts forward three major goals: benefit goal, quality goal and peasant's goal. The structure adjustment should follow many principles such as the basic theory of regional agriculture development and food safety principia, etc. Reviewing from whole industrialstructure, the primary industry is decreasing obviously; the secondary industry shows fluctuant trend; and the tertiary industry is increasing wholly.
