The migration of agricultural labor force from agriculture to non-agriculture industry, from village to city is a common trend in all countries. As a big population country with more than 60% people in village, agriculture labor force's employment in non-agriculture areas seems to be particularly important. Since early 1980s, we have acquired unprecedented development since that our surplus agriculture labor force transfer and migrate quickly to nonagriculture areas. But the speed of that transference and migration to Town Village Enterprises got decelerated little by little later on in middle of 1990s and even flew back with market changes in the last few years. Therefore, the village labor force must transfer and migrate to cities. But the self-contradict problem in employment construction in cities is also very serious. Under such situation, the problem of Chinese farmers' entering into cities to take up employment seems to be more rigorous.Taking farmer's employment in cities as object, this paper analyses some kinds of obstacles that affect farmer's employment in cities. All analysis of the paper is based on the following hypothesis: What impede the farmer's employmetn in the city are not only some institutional factors, but also some non-institutional factors, such as changes of economic growth and restraint of economic construction adjust. As most of them work in handicraft operates and low technique traditional sections, it is not cut off the in-city farmers with agrarian contact. Move but not migrate, so it is not a thorough migration. As a result, only by getting rid of the institution obstacle, exploring the mode of economic growth and industrial structure that benefit to extend the employment, dissolving system and policy obstacles that impede farmers' going into the city, leading village labor force to move reasonablely and in order, realizing resources optimized and promoting urbanization, can we realize stable employment in city of the farmers, can we realize true urbanization.The basic research conclusion of this paper is: Farmers work in the city is in a mode of unstable condition, so they didn't migrate thoroughly. Although the institution system has relaxed with China's reform and open policy, the obstacle functions of the employment to the farmer still exsits. The process of China's urbanization is lag, and this lag begins after China's imploying reform and open policy. The lag of urbanization resulted in loss of employment, and the empedement of economic growth. Although some economic factors are very important, some other factors, such as family, personal hobby, social relation etc. factors take crucial function in the process of farmers' decision to the city. Under the influence of discrimination in employment, institutional cost of labor force, difference of city and country welfare etc., the dual labor market is of no help to alleviate the employment pressure of the village surplus labor force to the city, but make loss of the city labor market, and lower welfare level of the whole society. Finally, for improving the farmers' working condition in the city and increasing level of urban employment, this paper puts forward some corresponding reforma method, directions and suggests.The characteristic of the paper consists in putting the problems of farmer's employment by thebackground of urbanization. With the main line urbanization, analyse current characteristic of the farmers' employment in the city, conditions of fanners' going to the city, which influenced by not only some institutional factors, but also some non-institutional factors.
