It has been put forward precisely in the Sixteenth National Congress of the Communist Party of China that developing socialist democratic politics and constructing socialist political civilization are the essential aims of the all-round establishment of comparatively well-off society. The reform and improvement of local administrative system with Chinese characteristics has been one of the important aspects to the development of socialist democratic politics and the construction of socialist political , civilization. So it bears great realistic and theoretical value to strengthen the study of local administrative system under the direct leadership of the CPC. Under the guide of Marxist theory of political science, the theory of Deng Xiaoping and the "three representatives", this paper adopts the methods of the combination of theory and practice, history and reality as well as point and area. This paper systematically and profoundly states and studies the unique Chinese local administrative system and its developing rules, which was set up under the leadership of the CPC within the special social environment and culture of China. The paper also advances some distinctive viewpoints and thoughts.The whole paper can be divided into the introduction and the five chapters. In the introduction the author simply expounds the main idea and the realistic value of his study. Based on the at-home-and-abroad theoretic circles' present study on the local administrative system under the leadership of the CPC, the author states the primary methods, the analytical framework and the major ideas of this paper.From the first chapter to the third chapter, the paper states the local administrative system before the CPC's establishing the state power. The author outlines and discusses the local administrative system as well as workers and farmers' democratic power during the period of the Agrarian Revolutionary War, which centered on the Central Revolutionary Base andgave consideration to other revolutionary bases at the same time, such as the bases of Mingzhegan, Xianggan, Xiang'egan, Eyuwan, Xiang'exi, Xiang'echuanqian, Chuan shan, Guangxi and the Left and Right River in the first chapter. In the second chapter, the paper outlines and analyses the local administrative system and the anti-Japanese democratic power, of various anti-Japanese bases- (such as the -Border Regions of Shannxi-Gansu-Ningxia, Jinchaji, Jinjiluyu, Jinsui; the anti-Japanese bases of Shandong and center of China) at the time of the War of Resistance Against Japan.In chapter three, the paper describes people's democratic power and the local administrative system at the time of the War of Liberation. After investigating the administrative divisions of the five liberation regions of Northwest, North China, Northeast, East China and Central -Plains, the paper pays particular attention to the most typical local administrative system of this period, such as the system of big administrative region at the embryonic form, the system of regional autonomy of minority nationalities and the temporary system of city military control. At the end of each of the above-mentioned three chapters, the paper respectively concludes the basic features and experience of the local administrative systems at the corresponding times.In chapter four, the paper mainly studies the local administrative system after the CPC's establishing the state power. It firstly introduces the developing history of the levels and types of administrative divisions since the establishment of the^PRC. Then it discusses the developing survey of local administrative organizations-, such as People's Congress afc various -levels, big administrative region, province, municipality directly under the Central Government, city at county level, county, town, national autonomous region, special administrative region as well as Xinjiang -production and construction corps.
