Government Regulation Of Network Industries: Studying On Airport Regulation

Recently, there is an upsurge in studying on regulation and reform of network industries home and abroad. In China, theory circles focus on telecom, electric power, water and gas supplying through pipeline, and railway industry which having more relations with everyday life. As far as the industry of civil aviation is concerned, people focus their efforts on airlines that supply transportation service of passenger and cargo. Few people study on the regulation and reform of airport. However, in 2003, the practice of most of the airports transferred to local government in China brings forward the question of studying airport regulation and airport reform. With the comparative, historical, normative and empirical research methods and based on the theory of natural monopoly and incentive regulation, the paper examines the frame of regulation and choice sequence of airport' s reform in China. It discusses and reviews the theory of nature monopoly and incentive regulation, and the reason and performance of airlines regulation and deregulation. The paper also explores the theory of airport regulation, and probes into the practice of airport regulation, such as South Africa, Germany, America, and other countries of Asia like India and Malaysia, Australia. Based on some conclusion of foregoing and the background and status quo, the paper discusses the object of the reform of airport regulation in China, the principle of single till, incentive, and consultation of airport charge, sliding scale price cap regulation, organization and enforcement of regulation contract, administrative distribution of slots, and environment regulation with economic means. Further more, the paper sums up and analyses the experience of network industries' reform abroad, points out the significance of affirmatory regulation system, addresses both the path of airport reform from commercialization to regulation reform, to recombine and competition, to reform of property right, to economic deregulation gradually and strengthen social regulation as well as the correlative questions which must pay attention to.
