The thesis is consisting of six parts. The first and the second part layparticular stress on theory, and the parts from the fourth to sixth areanalytic demonstration of the Shanghai case. The last one is theconclusion. The first part "Introduction" is based on the New Political Economyand the economical transition in China. An analytic frame of Interest isestablished here, which is focus on the transition of the local governmentin China. So the logic route of the thesis is principle part—process—structure. The second part is the summarization of literature named as the localgovernment in economical transition. We can find those of the NewPolitical Economy, theory of the relation between center government andlocal government, the New Institutionism and the theory of Governance. Based above, the fourth to sixth part are analytic demonstration of theShanghai case. The fourth part is the first step of the local governmentwhich becomes a principle part of interest. The fifth part is theinterest-reconstruction of local government as a transition principle partin the open world, which is focus on the interest relation betweengovernment and government, enterprise, social and market. The fifth partis the theory of Governance which concerned as the aim of localgovernment. The conclusions of thesis are four. Firstly, the transition of localgovernment is the important part of transition economy in China.Secondly, the local government is the complex body of interest principlepart and transition part. Thirdly, the transfer from the interest principlepart to the transition part is the logic route of the transition of localgovernment. The last but not the least, the transition of Shanghai is sosuccessful because Shanghai accomplishes the combination of interestprinciple part and transition part, which is availability to market-orientedreform.
