Study On The Value Compensation Of Natural Resources

The value compensation of natural resources is an important component in economic sustainable development theory. At present, most of scholars study resource and environment issue by economics means from the viewpoints of ecology, environment science, and material science etc, only few scholars study this issue from the viewpoints of value movement and explore an automatic movement mechanism to solve resource and environment issue. Until now, an explicit and perfect theory system has yet not been set up. This thesis analyzed compensation issue of natural resource in the course of reproduction, economic increasing, and international trade. To realize this objective, this thesis studied essential character of value on economics and philosophy basis, reidentified essence and meaning from the viewpoint of production cost, utility and mutual relation, studied deeply the characters, components, and measure of natural resources, made up measure model and compensation model of natural resources. The purpose is to search a valid economic benefit mechanism, which can compensate the defect of moral criterion, law intervention, and administrating order, to strain and adjust economic behaviors of owner, producer and consumer, to realize efficient collocation and healthy circulation of natural resources, to lessen and avoid resource waste and environment destroying in the course of economic development.In traditional philosophy model, subject and object are separated; man and nature are opposed on the basis that man is the center in the world. Accompanying with the economic development, the issue of resource rare becomes more and more serious. It is necessary to reidentify the essence of value at different level such as the relation between man and nature, the relation between man and man, the relation between nature and nature. The essence of value is the integration course, result and extent of object-subjectization and subject-objectization. The reciprocity of nature and man makes nature being transformed to humanistic nature, which is the unification of object-subjectization and subject-objectization.It is necessary to take utility and cost also into account in the course of discussing commodity value from economic viewpoint. To the buyer, commodity is utility on the one hand and is cost on the other hand. To the seller, commodity is cost on the one hand and is utility on the other hand. So commodity value is the relation of labor cost value versus utility value, which is defined by inherent essence of buyer and seller in the course of exchange. Labor cost value and utility value can be transformed to labor hour, so value is the unification of utility and cost, the unification of subjective value theory and objective value theory.Not only from philosophy viewpoint but also economics viewpoint, do natural resources have essential character of value. Nature not has history character, but also shows humanization trend. The resource value has multi-ply character such as diversity, timeliness, integrity, roomage, sociality, ductibility, and minus benefits etc. The cost of natural resources include as follows: 1) Labor cost of knowing nature resources. To many natural resources, because they are imbedded under the ground, it is necessary to study them to find their utility before they enter economic circulation. In the course of know their utilities, detecting means, and how to use them, a lot of labor has been paid out. This prophase labor constituted the entity components of the value. 2) Labor cost of changing and utilizing nature resources such as reconnaissance, changing, collecting, transportation etc. 3) Labor cost of protecting natural resources such as maintaining magnitude and quality, avoiding external effect. 4) Labor cost brought by own ship monopolization.
