Recently, the development of the rural regional economy has aroused great concern of economic theorists and governments at all levels with the agriculture and rural economy entering new historical period. Compared with the developed countries and some developing countries, Chinese agriculture is characterized by distinctive style. In respect of the level of development, it is transiting from traditional to modern one and the majority of agriculture is traditional while in some area the agriculture is further modernized; in terms of the farmers' organization, almost half of the farmers are self employed without any assistance from collective economic organization, though the industrialization of agriculture and farmers' professional cooperative economic organization are developed greatly; as for the pace of marketing of rural economy and the government's macro management idea, the government is in the hope of propelling the pace in order to improve competitive power of local agriculture, however, many farmers are not familiar with, even not adaptable to the market-oriented economy and its operation mechanism, and the violation of regulation is rendered by individual and local interest, which leads to the organizational function of government on agricultural production to great extent. All what have been mentioned above proves that the study on rural regional economy and the practice of it are of great significance and urgency while the difficulty of implementing it is apparent because there is no model in use to refer to though many experiences can be adopted in other countries.As the term suggests, the content of rural economy and that of regional economy are both covered by rural regional economy. Under conditions of no mature and authoritative theory about that in China, the relative theories at home and aboard should be learnt first in order to refine them for combination and obtain the base point of studying Chinese rural regional economy. Based on that, Part I in this dissertation expounds the theories of economists at home and aboard about regional economy to enlighten the Chinese rural regional economy respecting the peculiarities, guideline and points for attention. That is introduced as follows: 1) the distinctive characteristics of agricultural economy and its basic function on nation's economy and people's livelihood determine that efficiency priority of market economy and the law of survival of the fittest should not be absolutely adopted in solving the problems of rural regional economy. That is the base of government to promote the strong group and assist the weak group; 2) some restrictive natural factors can be changed with the development of modern agricultural science and technology, and the restriction of resources can be removed with reasonable economic policy, feasible technology and suitable organization; 3) the comprehensive development of the regional economy and the rural regional economy supplement and complement each other, and the agricultural economic development can propel the development of other economy in a region , even that of the overall economy; as to those regions with poor agricultural condition, the secondary industry and tertiary can promote the primary one and the promotion will create new starting point and higher level of development; 4) With respect to the macro-economy, the crux of changing weak points in Chinese agriculture is to provide relevant institutions by the government which should assist less developed regions in bounding development by purposeful institutional arrangement while maintaining the advancement of developed regions; 5)The issue of food in China is not only that of economy but also of domestic politics , to some extent , it is related to international polities, thus, preferable and favorable policy should be employed in developing chief growing region of food; 6) the drop of rate of agricultural gross output value in national gross output valve stands for the end of agriculture's role to accumulate fund for industrialization, thus,...
