Water is the source of the life, and the lifeblood of agricultural production and the whole national economic construction too. With the fast development of the economy of our country, the flourishing rise of modern agriculture, modern industry especially new high-tech industry and tourist, have put forward higher and higher request for water quality and water environment. How to carry on high-efficient water resource management is the problem that we need to solve urgently. Because taking basin as unit is a natural characteristic of water resource, the research focuses on "the water resource in the basin is an intact system ". The idea of unifying management of water resource in the basin has been put forward.The research attempts to use relevant theories, such as property rights economics, institution economics, game theory, etc. to analyze the present serious water resource problems. The paper has regarded sustainable utilization of the water resource as the starting point, analyzed the current situation of water resource management with the economics principle, and seeked the countermeasure of managing the water resource. The research has analyzed the institution obstacle of basin property rights management, market management, price control, environmental management, etc. in detail, and has constructed the corresponding institutional frame. The aim is reaching the high-efficient management of the water resource, alleviating the imbalance between supply and demand of the water resource, and realizing the sustainable utilization of the water resource.The dissertation is divided into six parts as follows.The first part is chapter one. This part has been commented to the background, significance and research status of this research.The second part is chapter two. Relevant theory of basin water resource management such as external effect theory, institution economics theory, the property rights theory, water price theory, etc. have been explained. It is the theoretical foundation of follow-up study.The third part is chapter three and chapter four. This part is analysis on domestic and international current situation of basin water resource management. The historical development and current situation of basin water resource management have been stated at first. Then, water resource management institutions of foreign countries, such as France,Britain, Canada and Egypt have been analyzed. At last, the water resource management of Tennessee Basin in U.S.A., Po River Basin in Italy and Murray-Darling Basin in Australia have also been studied. These have offered experience for water resource management institution innovation of our country.The fourth part is chapter five, chapter six, chapter seven and chapter eight. This part is the key part of the research. This part is managed from the angle of the property rights management, market management, price management, environmental management. Water institution obstacle has been analyzed. Two-stage water rights dispose mode has been proposed.The fifth part is chapter nine. This part combines the theory with practice, taking the Yellow River Basin as an example. The research has put forward constructing the new-type water resource management institution of Yellow River Basin.The sixth part is chapter ten. The research has put forward the countermeasure and suggestion of establishing the new-type basin water resource management institution.The main innovations of the dissertation are just as follows.First, on the research approach, the game theory is used to analyze the basin water environmental pollution and protection pattern under free way, market mechanism and government control. Second, the paper has constructed the operation mode and organizing system of the basin water resource market management and environmental management in our country. Third, the thesis has compared three allocation patterns on water rights. Two-stage water rights mode has been constructed.
