A Study On The Management Mode Of The Modern Medium-sized Cities

Twenty-first century is the century for cities, and also the one for China urbanization. China should take diversified urban development road realizing harmonious development of major, medium-sized and small cities. Medium-sized cities are the essential component, the important carrier for industrialization. And urbanization, and play a very vital role in the overall strategy of China's modernization. The development of modern medium-sized cities lies in the management innovation. The innovation of urban management concept and management mode is the historical mission of administration and also the necessity of China's urbanization.With broad documents both at home and abroad, with deep investigation, with the interior medium-sized cities as the object, and with the theory and method of urban management, math, market economics, transformed economics, regional economics, industry distribution and systematic science and so on, as the means, drawing on the research result and management experience of foreign and home urban management, this paper makes a comparative study standard analysis of some problems concerning the harmonious management mode of medium-sized cities. With the integration of theory study and substantial evidence, with the integration of qualitative analysis and quantitative analysis, and with the integration of theoretical description and setting up different models, aiming at the harmonious development of economy and culture, men and nature, complying with the establishing material civilization, political civilization and spiritual civilization of socialism with Chinese characteristics. This thesis endeavors to realize the innovation in the definition of the grade of medium-sized cities, in the concept of harmonious administration in the urban economical transformation, in the urban government's transformation, in the pattern change of urban economy, in the pattern change of urban government and in the design and calculation of the evolution index system of urban competitive power so as to establish the harmonious management pattern of modern medium-sized cities. The content of main chapters and research innovation can be briefly summarized as follow.Through the analysis of the course and trend of the world urban development, drawing on the determination of the scale and grade of foreign cities, integrated with China's characteristics and the reality of the growth of city system, basing ourselves upon the realistic foundation and paying close attention to the future development, this article redivides the size of China's modern cities and determines the cities with a population between 500,000 and one million as the medium-sized cities, hence establish the model of the scale and size system of Chinese cities with 6 grades.This paper exposes the real essence of urban management with generalization and systematization, puts forward that urban management is the connector between urban government and the other urban interest. With the cities as the administrative object, we are to coordinate the whole course and operation of city's plan, construction and regeneration. City management is also the creative activity of making use of the urban management system and scientific means that embodies the advanced levels to integrate all the resource of a city to realize a city's highly efficient, harmonious operation and normal play of every function, and to improve a city's harmonious development of society, economy and environment.Through the analysis of the administrative system and administrative features of medium-sized cities, it exposes the status quo and problems of present urban management.
