On The Founding And Implementation Of The "Guided" Learning Organizations In High-tech Enterprises

This paper begins with the research on the difficulties and obstacles faced by high-tech enterprises. Through an empirical research in some of these enterprises, the author has probed into some questions about the implementation of the learning organizations. In this paper, a "guided" learning organization model is proposed and basic approaches and implementation measures are put forward. The scientific theory and the possibility for the implementation are discussed.After the study of some high-tech enterprises, chief obstacles for the founding of the learning organizations are discussed. The obstacles include internal ones and external ones. The internal ones are fossilization of concepts, blindness of recognition, intellectual obstacles of learning, fossilization of renovation, shortness of effective motivation measures and inadaptability of organisms. The external ones are systematic inadaptability, negative policy influences, unfavorable environment and unsatisfying services.Based on the comprehensive "five-training" model, "five-stage" model, and "the fourth type" model, this paper proposes a "guided" organization model. It consists of guiding system, learning system, maintenance system, motivation system, management system and environment system. They are co-related, co-infiltrated and co-accelerated, forming a whole organism and a "guide" system. This model not only identifies the basic "components", but also describes their connections. It has a high value in reference for the founding of learning organizations in high-tech enterprises.Beginning from the six basic elements in the "guide" learning organizations, considering the existing difficulties and problems in high-tech enterprises, this paper proposes the fundamental approaches and measures, which include the reformation of the enterprise culture by way of changing concepts, the break-through of structures by way of idealizing organizational systems, the implementation of comprehensive learning by way of forming new learning systems, the motivation of organized learning by way of renovating organisms, and the encouragement of continuous learning by way of strengthening leadership and management. A discussion is conducted about the motivation organism and the relationship between organized learning and technical renovation. Three stages in the implementation are proposed. These stages are mobilization, popularization and advancement. The functions of governments in the founding of learning organizations are discussed. This paper argues that governments should strengthen their policy support and guidance, put forward new systems, provide quality services, promote human resource development and create favorable environment. Through the analysis of two specific cases of Wuhan Jinlun Electronic Co. Ltd. and Wuhan High-tech Group Co. Ltd., the beneficial experiences and enlightenment are summarized with conclusions and prospects for the future research development.
