| Taking the national Huangxing EIP as a case, this paper systematically researched on theprogramming and building of EIPs. The main content and achievements were as follows: The 1st and 2nd chapters contained the progresses, basic theories, primary researchsubjects and the corresponding development trends of circular economy and eco-industry. Theauthor analyzed the main domestic achievements and existing problems, and put forwardsome countermeasures. The author thought that the EIPs had been expanding healthily andrapidly, while it was still within the exploring phases. At the end of this part, the significanceand background of this research were given. The basic theories of programming and building of EIPs include the theories ofsustainable development, eco-industry, circular economy, systematic engineering, landscapeecology and so on, among which the theories of sustainable development and eco-industry arethe cores. With the guidance of these theories, the 3rd chapter demonstrated the naturalenvironment, region advantage, industrial structure of Huang Xing EIP and the qualificationsto build the eco-industrial chains in details. Subsequently, the development goals and thefunction orientation of this EIP were confirmed. Then the function compartmentalization,industrial layout, principles and aims of the industrial selection were programmed on the basisof above analysis. According to the relevant regulations about the environmental effectevaluation of constructive projects, this chapter also analyzed and qualitatively evaluated thepossible ecological and environmental problems. It also analyzed the characteristics of theindustrial structure of this EIP and compared it with the traditional industry and the singleproject, and discussed the characteristics and harms of the high-tech pollution and theadvisable strategies. The 4th chapter was about the designing of the eco-industrial system in Huang Xing EIP,which was not only the key of a project but also the emphases of the whole paper. The keytechnology in the programming and building of EIPs is to establish the perfect, stable andsustainable eco-industrial chains with high efficiency and then to form an industrialcommunity by the integration method of the eco-industrial system, in which the energy can beused grade-by-grade and the resources can be multi-reused. To begin with, this chapteradvanced the programming principles of ecological connotation for the industrial chains inEIPs. It for the first time brought forward to design the integration of material, energy andinformation keeping to the principle of the transversal symbiosis of industry and thelongitudinal coupling of elements. Secondly, it classified the enterprises in this EIP from thepoint of their ecological function and made the integration of material, energy andinformation; programmed 12 eco-industrial chains including electronics, new materials,biological production, environmental protection and so forth in the light of the actualenterprises and the suppositional enterprises programmed in the EIP; and explored theeco-industrial community within the county-regional economy in order to exert the drivingand radiating effect of this EIP. At present, the domestic research on EIPs focused on the extending of the industrialchains with only one key-enterprise, and little has been achieved with regard to themulti-industrial symbiosis of high-tech, the inside-and-outside coupling of the EIP and thebuilding of various eco-industrial chains. This part investigated the integration ofeco-industrial system in EIP from three levels—products, enterprises and regions(society),which provided valuable reference for others to further this kind of study.
