Urbanization is an inevitable trend of human society. When improving the growth of economy and the development of society, urbanization also makes great impacts on land-requisitioned farmer. In China, there are more and more "no-land, no-job and no-safeguard" farmers, which have caused many social problems. As the Capital of China, Beijing is a developed city, which also leads in urbanization and development of economy and society in China. There are more land-requisitioned farmers with different types and characteristics in Beijing. Therefore, Beijing is a typical case for the study on land requisition. This case study can not only improve the healthy development of urbanization of Beijing but also provide experiences and suggestions to other developing areas in China.This dissertation tests whether land-requisitioned farmers benefit or not, if not, how and in what extent they are hurt. The major objective is to find the problems of benefit-allocation system of land requisition and the system of compensation for farmers. By exploring the reasons of these problems, this paper presents a theoretical framework about the institutional arrangement. This paper is an empirical study, comparative methods and case study are applied to the analysis of rural commune, and game theory method is utilized to the behavior analysis of fanner and government.The results of this research show that: (I) the benefits-allocation system plays a decisive role in whole process; (2) By classification of the land-requisitioned fanners in Beijing suburb and comparative analysis before and after requisition, most land-requisitioned fanners are damaged, but not all; (3) Imperfection of initial land-rights is the major reason why land-requisitioned farmers are damaged; (4) it has externality and high transaction cost for government to manage rural land, but this institutional innovation is Pareto improvement, and depends on the path of Chinese institutional change; (5) Land requisitioning should be managed according to its uses, for industry use, all benefit should belong to fanner since farmers are land owners, government can only control the requisition for social use. Government power on requisitioning the farmers' land will be restricted; (6) The compensation for land requisitioning is the institutional cost for employment and safeguard for the land-requisitioned farmers, the cost of promoting employment should include direct subsidy and subsidies on education or training, the cost of safeguard should cover all basic endowment insurance and medical insurance.
