China is a large agricultural country among the developing countries. Agriculture plays an especially critical role in the social and economic development. Due to its important role and special functions, most countries have supported agriculture as an essential industry. Empirically, the key measures for protecting agriculture are the financial investments, the importance of which lies in the loan investment. In 1994, China's rural financial structural reforms mainly led to the formation of agricultural policy finance, rural commercial finance and rural finance system based on the rural cooperation, which will provide the loan to agriculture and support agricultural development. However, after China's entrance into WTO, rural commercial finance intends to pursue the maximization of profit, and its range of business deviate from agriculture, with its loan going to the industries with higher profits. Agricultural policy finance has developed for a short period of time, legislation of financial policies seem fall far behind. In addition, the policies made are inconsistent over time, and thus businesses in policy finance are taken over by commercial finance, making the scope of agricultural policy finance business shrinking, which seriously handicapped the role of agricultural policy finance in rural economic development. The aim of the thesis is to analyze the fruits and question of China's agricultural policy finance, to provide the suggestion on the rational allocation of funds and on the rural economic development.The thesis consists of two parts. One is the theoretical part, the other empirical. Theoretically, the analysis is necessary of financial development theory, economic development theory and the mechanism of finance and economic. The research also analyzed the process of the development of agricultural policy finance, the theory of resource allocation, market disfunction, and government intervention, public goods. At last, combined with the features of agricultural industry, the research includes the mechanism of the impacts of agricultural policy finance on rural economic development Empirically, the research deals with the effects of the capital investment and business scope, builds the model on the time-series data, compares the contribution made to rural economic development by both the agricultural policy finance and commercial loan investment, and emphasizes the necessity of agricultural policy finance. Finally, the research provides scientific suggestions to the government.The conclusions drawn from the research includes: the agricultural policy finance is inevitable in the rural economic development. In China, government should increase the scope of the agricultural policy finance, making manifest its strategic role in rural economic development.②based on the statistical data, the agricultural policy finance surpasses other rural commercial finance forms in locating and supporting the agricultural industry. ③ The public goods provided by the agricultural policy finance can not be replaced by other financial forms. ④ Agricultural infrastructure capitals fuelled drastically the rural economic growth in inner-Mongolia during the period from 1985 to 2002. ⑤ The economic development and increase in the income per capita in the inner-Mongolia' s depressed areas depends heavily on the investment of finance, thus central and local governments should increase their financial investment to the depressed areas.The innovations of the thesis lie in the improvements of methodology and thoughts. ① the improvement in thoughts includes the effective combination of the theories of agricultural policy finance and the public goods, which may serve as the foundation for the research on the relationship between agricultural policy finance and rural economic growth.
