This paper mainly dealt with the construction of agricultural administrative laws' execution system in China, based on the relativity between efficiency of administrative laws execution behaviors and effectiveness of organizations, from the visual angle of administrative organizations.It was not a contingent choice to begin with administrative organization in the study on efficiency of laws' execution. The efficiency of administrative laws' execution is subject to several aspects. However, if those multi - aspects were juxtaposed in study, its conclusions or counter-measures seemed to be lack of integrity. Furthermore, beginning with metaphysical concepts would make the study ivory - towered. Administrative organization, then, is the right aspect to begin with in the study.The concept, boundary of administrative organization, is based on the descriptions in the theory of industrial organization, which deliberated what determine the structure of market and then what actually fixed the boundary between market and enterprises, instead of telling people how to build up an enterprise. The structural functions of administrative organizations are similar to those of industrial organizations. The establishment and evolution of boundaries in administrative organizations follow the general rules of ordinary organizations. A token of inner equilibrium within the administrative organization, the boundary of administrative organization is also a dynamic mechanism of balance between administrative system and its exterior environment. The static distribution of administrative power engenders initial boundaries within an administrative organization , in which structural distribution is followed by vertical boundaries and functional distribution is followed by level boundaries. Dynamic structure of administrative power has a great impact on boundaries within an administrative organization. The re - construction of boundaries in an administrative organization is a result of changes in conditions inside and outside the organization, among which the changes of administrative boundaries are external factors of weight. Among the restrictive conditions of administrative organization, the ideal of administration affects single staffand then becomes an intangible factor which influences whole administrative organization. At present, service administration is advocated during the Chinese administrative system reform, which would influence the understanding of legality and structural rationality of administrative organizations . The restrictive conditions also include administrative elements, behavioral characteristics and liability for self - serving. All laws' execution organizations are subject to legal restrictions , obligatory efficiency of laws' execution and procedures of laws' execution. Administrative organizations are supplier of public goods and public choice is one method to determine administrative boundary. "Market supervision" still exists in public goods market. In China long -standing administrative monopoly resulted in too extensive administrative boundaiy and administrative organizations own monopoly status under the changing administrative boundary, which mainly account for the dispersion between administrative boundaiy and administrative organization boundary at present. Different evaluation patterns of efficiency are related to different administrative boundary. Reasonable administrative boundary takes on the responsibility for social justice while effective form of organization dertermines administrative efficiency.
