National Human Resource Development In The Legal Protection Of Research

Large-scale development of the western region becomes the focus of the whole society when we realized the problem of the unbalanced development of regional economy in our country and put forward the social strategic conception of building the completely middle-class family society. The key problem is "how to develop" but not "whether develop or not ". And we need to find the penetration point of economic-social coordinative development between the east and west region when we are practicing the strategy of the large-scale development of the western region.To make a large-scale development in the western region, we must organically combine Human Resource with the economic construction of the west region and make a change from paying attention to " the material resources " to the " Human Resource ". Only the economy of west region develops rapidly, can we build more solid material foundation for the exploitation of the Human Resource. At the same time, the reasonable and efficient exploitation of the Human Resource of the west region will provide persisting power-source for the economic development. Therefore, the key point of large-scale development of the western region lies in the development of HumanResource.Under the guidance of the dialectics materialism and the historical materialism, the author makes overall investigation and thorough research by using the western economics and national economics on the western region development that is the hot problem in present Chinese economy. According to the theory" Human Resource is the first resource "and the present exploring situation of Human Resource in the west region and referring to the beneficial experience of the domestic and international undeveloped region, the author draws the conclusion that the development of Human Resource is the linchpin in western development strategy. By using the concerned knowledge about the development of Human Resource and analyzing the property of Human Resource, the author creatively suggests that a law guarantee mechanism is absolutely necessary to explore the west region Human Resource. Only we develop the western region according to law can we avoid efficiently the occurrence of overlooking education and despising people's healthy. Only we develop according to law, can we exert the macro-control effect of the government in the exploitation of Human Resource. We must eradicate completely the phenomenon of separatingthe social-economic development and the exploitation of Human Resource.
