State assets administrative system is vital to the each individual laborer's prospect. It is closely concerned with the persistence of important theoretical and realistic problem of the dominance of our socialist state ownership of our economic system. Since its founding in the 1950s, it has had a contradiction of restraining the subsistence and development China's state-owned economy because the state administrations with property rights took the power of exercising its ownership, which resulted in the loss of all laborers' ownership. For many years in our country there have existed many problems with respect to assets structure, operation mechanism and management etc. as the adjustments and reforms did not touch the primary contradiction of the administrative system of the state-owned assets. Therefore, research on the assets administrative system is of significant meaning to furthering the reform of state-owned assets administrative system and the development of socialist economic state ownership on the basis of laborers' ownership with the analysis of its causes.This paper employs systematic abstract method, persisting in the unity of history and logic with possession of detailed information. Much attention is given to clarification of the agent, the prescription of contradictions and the establishment of systems. The paper is centered on the gradual development of contradictions with a starting point of a new definition of state-owned assets administrative system. It discloses the primary contradiction and specifications of China's state-owned assets administrative system based on its evolved history. Finally it puts forward it basic thoughts regarding the furthering of the reform of China's state-owned assets administrative system.This paper is composed of five parts.Introduction.It firstly explains the value and significance of the paper in which an analysis is made of the basic principle of China's state owned assets administrative system on the basis of putting forward the research method of this paper. In the end it concisely summarizes the basic structure and main points of the paper.Chapter one, State-owned assets and its administrative system.The paper is centered on the gradual development of contradictions with a starting point of a new definition of state-owned assets administrative system. It points out that state-owned assets are owned by all the laborers and are commonly possessed by the state institutions with the characteristics of value-increase and mobility. It is connotatively narrower than state-owned property and is the specific part which is used in the operation. An analysis is made of the agent, object, content and purpose of the state-owned assets administration and a clarification is made of its concept and principle.Chapter two, The history of China's state-owned assets administrative evolution.Its history is divided into 3 stages: The founding of New China-1957: the highly administratively controlled State Operation period. 1957-1978: the adjustment period focused on the division of administrative power. 1978 till now: the reform period of releasing power to the enterprises. Chronologically, explanations are made of each stage.Chapter three, The primary contradiction of China's state-owned assets administrative system.The contradiction between ownership and property rights is the primary one in China's state-owned assets administrative system. At its incipient stage this contradiction mainly reflected the loss of the laborers' ownership, in the meantime, it exercised ownership, property rights,operation rights and the state administrative power with a high concentration. This primary contradiction exerted its effects on all the aspects of the state owned economy, resulting in the combination of the executive and the party of assets, the loss of state owned assets, the unreasonable structure of assets and great difficulty in prescribing operation rights and low profits of operation.Chapter four, The solution to the contradiction of China's state-owned assets administrative system...
