Study On Sustainable Development Of Ecological Economy System In Grassland

The wide grassland is the largest area in all kinds of exploited lands in China. Both from the perspective of externality theory in economics, and the culture and the nationality, the value of grassland ecological economy system exceeds its market value by far. Grassland ecological economy system in China has been destroyed seriously. But the issue has been paid no attention adequately for many years, lacking the scientific documents ,especially the social and economic documents in this field ,researching shallowly. For instance, which factors did bring about the phenomenon? What are behind them? How can we realize this system sustainable development? All these should be answered.The dissertation studies the situation of serious deterioration, pointing out the consequence and loss due to its degeneration, analyzing the reasons such as adding up too heavy population on the grassland, over exploiting the grassland resources without refrain, lacking capital into grassland and designing no reasonable the economic structure and tangible and intangible as well as public economic institution system, to affect grassland ecological economy system sustainable development.The dissertation offers a series of approaches to implement grassland ecological economy system sustainable development, such as corralling the natural grassland to rehabilitate the ruined grassland, thinking that the nomadism is a kind of economic pattern which is benefit for grassland ecological economy system sustainable development endowing its modern factors, for instance, developing the quality-benefit livestock under the limiting its quantity. It is necessary to build an industrial structure to benefit fulfilling the target, reforming the first sector, expanding the second and third sector in pasturing area. We should focus on grass industry and livestock product processing in the second sector, and tourism in the third sector. It is significant to promote industrial diversification with industrialization inner grassland ecological economy system, organize immigrant from grassland ecological economy system, including to untouched grassland or rural areas or town and so on. It is explored on the follow: improving ecological fragile areas bordering grassland with the enlargement of its grassland area.To realize the sustainability of grassland ecological economy system, there are two premises, abundant material( provisions and fodders) and available institution(property rights including tangible and intangible as well as public economic institution)Finally, the experiences and lessons in foreign countries on grassland ecological economy system sustainable are explored.
