The political consequences of globalization and informationalization are multiplex, bringing severe challenges to the traditional state sovereignty, political system, governmental functions, political process and political culture, as well as all important political conducts including political participation, political decision and administrative management. It will cause the focus of human political process to shift increasingly from governmental rule to civil administration, from good politics to good governance. The appearance of "electronic government" is a revolutionary reform of human mode of administration, which is not only one of the impetuses for the above-mentioned human political process, but also one of the consequences of this process. Therefore, the administrative paradigm of "electronic government" has become not only the focus of politicians and political organizations, but also the recent topical subject of experts and scholars in majors such as administrative science, political science, economics and information science.After joining WTO, the governmental administrative system of Shanghai, the extraordinarily big city, is facing new administrative environment and tasks. Shanghai Municipal Government has quickened the process of conversion from traditional governmental administration to modern public administration, while construction of urban informationalization and development of "electronic government" have provided the conversion and innovation of administrative mode of Shanghai government with powerful impetus and technical support. Therefore, the research made in this thesis has double purposes and meanings: one is to study Shanghai "electronic government" by discussing from the image of "Online Shanghai" to probe into its inner administrative philosophy and its function to and influence on governmental reform, municipal administration and urban development of Shanghai; the other is to study, in the background of globalization and informationalization, the innovation made by Shanghai in municipal administration and urban administrative mode so as to provide theoretical support fortransformation of administrative mode of Chinese government and construction of democratic politics.To understand "electronic government" from the perspective of technology and politics combined is an emerging new field. The thesis combines the practice of reform of Chinese governmental bodies and starts from construction of Shanghai "electronic government" to seek the interactive relationship between urban informationalization and reform of governmental administrative mode in the background of globalization. The author combines governmental administration and "electronic government" by the method of case study and tries to start from "electronic government" — a new paradigm of governmental administration — to probe into its internal philosophy in terms of governmental administration and system innovation. This is indeed a pioneering attempt.The main content of the thesis is as follows: In "Introduction" , the author briefly describes the research significance of the thesis and the method used thereafter, introduces theoretical achievements and research frontiers of scholars of home and abroad in governmental administration and "electronic government" , and expounds basic concepts mentioned in the thesis and structure of governmental administrative system.The main body of the thesis is composed of three parts. The first part discusses the relationship between urban informationalization and new administrative mode of "electronic government" , which is composed of three chapters. In "Chapter One" , the author briefly discusses that with "the third scientific and technological revolution" urging industrial society to convert into informational society, urban development assumes a trend of informationalization, and "digital city" has become the technical tool and powerful impetus for innovation of governmental administration.
