In China, with the advance of industrialization and urbanization, the challenges that the poor agriculture margin as well as the marginalization of countryside and the farmer are becoming real threat for the sustainable development.The paper develops and extends the traditional value theory and robustly demonstrates that the real problem behind the poor development performance of countryside is the loss of neo-countryside value due to the strong economic transition as well as the significant population transition in urban sector.The paper firstly shows that the suburbs' function as well as its value are changing dynamically along with the shift of time and space. Neo-countryside value including eco-value, culture value and landscape value now become the core value of the countryside.The paper develops a series of economic models in explaining the inter-relationship of urban and rural as well as the conflict between the neo-countryside value and traditional countryside value. The paper argues that vague property system, ambiguous game rules and weaker self-government hold up the transformation from quantity agriculture to quality agriculture, the transformation from product agriculture to service agriculture. Furthermore, non-marketable value of countryside such as the culture value is spill-out due to market failure, negative externality and the weak government purchase.The Paper proposes three available ways that people can realize the suburb's value and avoid marginalization fate. The first one is that the countryside tries to transform from traditional quantity agriculture to quality agriculture with the increasing demand for high quality, high safety and personality agriculture products. The second way is that the countryside tries to transform from tradition product economy to service economy because of the increasing demand for nature, green and traditional living from urban sector.
