Integrated benefit of forestry will be maximized on the basis of balance on sustainable development of ecology, economy and society. Economic benefit is essential power for forestry development, so on guidance of macroeconomic control and input from government, making a full play of market mechanism on resource deployment, forestry practice must insist on produce more, newer and better products, provide perfect service and create maximum value with minimum cost of resource and environment.According to the theory of ecology · benefit forestry, meeting the continuously increased diversified requirement with development of economy and society, on the basis of ecological construction and sustainable development of social economy, system of land ecological safety which makes combination of forest and grass and the forest vegetation as main body on the principles of ecology priority, industry optimization, mass work, forestry management by the whole society, developing large-scale forestry, promoting extensive opening, depending on great science and technology and realizing great span. Therefore, the strategic program of the system is divided into three regions including eastern Changbai mountain natural forest region, farmland shelterbelts region in middle part and western desertification control region. Highly functional forest ecological system and production base of timber special to China should be set up in eastern Changbai mountain natural forest region. Ecology · benefit defense forest system with optimized combination of defense function and benefit of economy and society should be established in farmland shelterbelts region. However, establishment of economic-ecological system with combination of forest, grassland and wetland will be the key task in western desertification control region. In the eastern Changbai mountain natural forest region, fast-growing and high-yield forest of special tree species should be cultivated by the way of highly intensive management. Economic benefit of the forest should be highlighted during construction of forest ecological system. Ecology · benefit economy should be fully developed while reform and upgrade of traditional industry should be promoted. The first industry based on forest management should be developed. The second industry should be optimized and the third industry based on forest tourism should be greatly developed as well. The present situation of traditional forestry industry, which is small in scale, scattered and on low level, should be gradually changed by the way of grouping development of industry, then integratedbenefit of forestry will be maximized. Meanwhile, cultivation of reserved forest resources should be promoted and stand structure should be optimized to strengthen the function of ecological defense of forest. During the period of construction of farmland shelterbelts region in middle part, the mechanism of being prompted by benefit should be introduced. Some poor-quality and over mature shelterbelts should be renewed and improved. Then the single functioned ecological shelterbelts will be turned to double functioned ecological and economic shelterbelts, which not only play the role for protecting farmland but is an ecology ■ benefit multiple forestry ecological system of fast-growing and high-yield forest base. While in the course of desertification control in western parts, ecological construction should be industrialized and industrial construction should be ecologicalized. Desertification control and wetland protection will be promoted with the development of industry.According to the total layout of province ecosystem ? performance forestry of Jilin, develop the strategic target to carry on the dynamic state to imitate the true research to the ecosystem ? performance forestry, the result enunciation:Have the woodland area and forests and overlay the rate and will have the increment slightly to 2030, the potential is in the western region;There is total the woodland forest store and the unit area store to raise the range above 30%; Forestry total production value, profits and tax will be increased 19.48%,82.14%, 111.80% by the year of 2010, will be increased 74.92%,258.20%,317.90% by the year of 2030. The profits will increase to 7.25 billion yuan from 0.935 billion yuan.
