Study On The Non-uniform Evaluation Methods For Regional Agriculture Industrialization And Positive Research

The proposal, "to push forward the industrialized operation of agriculture, "the key in the section of "making the rural economy flourish and speeding up urbanization"finds the excellent expression in the fourth section of the report on the 16th Party Congress held in 2004. It is for the first time that the proposal, to push forward the industrialized operation of agriculture, "is both written in the PC report and the Party Central Committee's political manifesto for the new century,which fully affirms the solid effect of pushing forward the industrialized operation of agriculture on developing rural economy, hightening the agricultural efficiency, and increasing the farmers'income. This paper demonstrates the working aim, working priority and the way of realizing the industrialized operation of agriculture in great depth. Moreover, the policy of "rejuvenating the outmoded industrial base in the northeast"makes the reasearch on the issue of agricultural industrialization more significant and meaningful. The reasearch is greatly related to the transition of agriculture from traditional to modern, and the important strategy of the economic reform and development in the rural area. In the above view, this paper, funded by the task of the National Natural Science Foundation of China (No.70171018): "Studies on non-uniform evaluation and discriminant analysis approaches based on data envelopment analysis", grounding itself on relevant economic analysis and quantitative anlysis methods, drawing on the experiences from the developed countries'agricultural industrialization, applying to the reality of the on-going agricultural industrialization in Jilin province, not only probes into the characteristics of the agricultural industrialization's development mechanism and regularity, but also proposes the evaluation method system of the regional agricultural industrilization based on the way of DEA model. A positive research is made of the agriculture industrilization development in Jilin province. Major tasks and conclusions are summed up as follows: (1) As newly practiced in China, the agricultural industrialzation is understood differently by people who just comprehend it from their own viewpoints of research respectively. This paper concludes its meaning by systematic analysis and the analytic hierarchy process (AHP) to deepen the understanding of it. (2) It is very important and meaningful for the countries, not agriculturally industrialized, to research on the characteristics and the regualar patterns of the agricultural industrialization of developed countries. Thus, this paper sums up the experiences of the developed countries with respect to the following three aspects: the conditions of the emergence and developing, the regular characteristics and the development stages of the agricultural industrialization. (3) Owing to the practicality feature of the agricultural industrialization, the present research is mainly by the qualitative analysis, even though the quantitative analysis research is characterized by the uniform evaluation (UE). This paper, based on the theory analysis and the practice of agricultural industrialization in home and abroad, and in the principle of being objective, precise and easy to get, builds up evaluation index systems in three aspects: (a) the discriminant analysis of evaluation index system in regional agricultural industrialization development stage, whose data can be obtained in the statistical yearbook, hence, lays an objective foundation for quantitative analysis; (b) the determining index system in the process of regional agricultural industrialization is proposed and the extent of different evaluation index's influence upon the agricultural industrialization is measured in a quantitative way; (c) the discrimination analysis index system of township and village enterprises'performance in the development of regional agriculture development is also proposed in this paper.
