The Government Responsibility In Constructing The Social Credit System

Credit is one of the basic behavioral norms between men, at the same time it is an ethics category and economic category contacted with the market economy closely. The interpersonal credit relationship is produced on the basis of the exchange of commodities, the credit relationship between different goods producers reflect the economic benefits relationship, also reflect the ethics and the code of conduct that people should be generally observed in common social life. Under market economy, social credit system that is constructed in our country has far-reaching meanings. The research purpose of this text is under the guidance of Marxism theory, on the basis of analysing and reviewing to the western credit system, probe into Chinese government responsibility and function in constructing the social credit system. In the meaning of practising, most trades in modern market economy are shown as the credit trade, credit trade has greater risk than traditional cash transaction. Only one keeps one's word that could make credit transaction to go on smoothly and the economy operates healthily. In this sense, no developed credit economy, no ripe market economy, the good social credit system is the assurance of setting up normal market economy, it also maintain the basic foundation of economic relationship and basic ethical criterion of the society too. At present, social credit system is the main standard that weighs if the economic system is perfected, it also concern the international reputation of a country too. At present, the social credit system of our country are still waiting to be perfect, this needs us to base on the practice of China, use the experience of the country with developed sociaJ credit system extensively for reference. As regards theory meaning, the credit theory is an organic component of Marxism theory, it is one of the basic policies of our party to build and construct the social credit system. Nowadays the research to the credit problem is mostly connected with other disciplines, such as ethics, economics, but the author thinks, the research of the credit problem also belongs to the political science studying, this text studies the important problems in political science, both in the theory and in practice —The government responsibility in constructing the social credit system, try to research such questions as credit , government's credit , government's responsibility ,etc. , also offer the theory frame to construct our country social credit system, this is meaningful both in our country administration practice and in political science interdisciplinary to exchange. There has a phenomenon that most of the research of the social credit system nowadays in domestic are connected with personal credit, commercial credit or national credit (national financial credit), but this text regards the government's credit and government's responsibility as the leading factor in building and constructing the social credit system, at the same time the government should bear self-responsibility and other responsibilities. This text uses such methods as the economic analysis, semantic analysis, historical analysis, comparative analysis etc., have probed into such questions as credit, social credit system and the essence function of government's credit etc. The subject of the article is divided into four parts totally six chapters.. First part including the preface and chapter one, is the epistemology foundation of this text. This part expounds the theory meaning and practice meaning of this text at first, studying the government responsibility in constructing the social credit system, based on the understanding of credit and credit system. This chapter has probed into the basic conception about credit, social credit system, given the conception that the modern social credit system is in a range of country (or the area), under the market economy condition, in order to form and safeguard the good social credit order, by a series of connection related to it, such as laws and regulations, rules, system norms, organizational forms, operation tool that influenced each other, the social credit system building in our country should supported by morals, based on property rights, and guaranteed by laws at present. This chapter has analysed the economic function of the social credit system, the government's power function and the social morals cultural construction function, and further expound how should our country social credit system be formed and the structural pressure that we face under market economy terms, put forward the following question: How to realize the ideal social credit system in our country? If we choose to take the government as the leading factor in constructing the social credit system, what should be the reason? What kind of responsibility the government should bear in constructing our social credit system?Second part is chapter two, talked about the general responsibility of our government in constructing the social credit system. The article analysed " government ", " responsibility ", in order to say that the government responsibility in constructing the social credit system is also the function that the government should promote the constructing of the social credit system. Three questions had given in this chapter: Why the government should bear the responsibility in constructing the social credit system? What kind of government could bear the responsibility in constructing the social credit system? What kind of responsibilites the government should bear in constructing the social credit system? This chapter answered the first question from the origin and the essence of our social credit system, (give an example Shanghai , Shenzhen , Jiangsu and Zhejiang Provinces mode ,etc. ); Answered the second question with the characteristic and the obligation of the modern government. On this basis, answered the third question, that the government should bear two kinds of responsibility in leading the social credit system to develop, the first is self-responsibility, refers to the government's own credit; the second is the responsibilites that the government should be take that connected with other credit subjects in our social credit system. This two responsibilites have logical priority relations. This chapter also prove that the construction of our social credit system should choose the way that under the direction of our government and in a interdynamic way with the society. In the next two parts it talks about how to realize government's self-responsibility in social credit system? How to realize his other responsibilities in constructing the social credit system? The third part is chapter three, here expound government self-responsibility, also means the government's credit in building the social credit system. Government's credit here refers to the credit of the national administrative organization. Government's credit is the public that managed and served by the government trust on government's behavior and ability, the government's credit influenced the efficiency of the government's administration. If our country want to build the well-off society, build the socialist harmonious society, it must strengthen the construction of government's credit.' In this chapter we talked about the universality of government's credit in nowadays, regarded the theories of sovereign right of people—under the guidelines of Marxism, analysed current situation of our government credit, prove that we should build a limited government,effective government, responsibility government, service government, governed by law government, and the government of credit. The fourth part include the fourth, the fifth and the sixth chapter, means to discuss the other responsibilities that our government should be take in constructing the social credit system, such as the ethical stipulations responsibility, the market standardizes responsibility, and the legal structure responsibility. The perfect moral construction is the strong support of the social credit system. Strengthen the credit consciousness of the whole society, foster the behavior habit that all the people abode by the promise, is the measurement of the social credit system whether good or not, The government's credit stipulations on morals is the process of institutionalized on morals in fact. The government should bear the responsibility of the credit morals education. Under the market economy condition, the distinct property right is the foundation of the social credit system. The distinct property right is the basement of the clear credit relationship, it is an important condition of safeguarding the credit system that the effective property right is protected. If the property right can not be properly protected, people with opportunism behaviors will obtain the interests through encroaching the interests of others, and would not keep their promise. So, establishing the effective social credit system, we must take government as the leading factor. Set up a clearly belonged, a well defined and smoothed modern property relationships. The government should responsible for the standardizing property relations; Standardize the mechanism of the market, promote fairly competition; Standardize the market and withdraw mechanism, restrain the enterprise's economic behavior. The law is also the important guarantee of the social credit, it offered the general, normal and justice rules for the people within the credit relationship, it is the important supervision mechanism of the social credit, it is an effective weapon which contains behavior of breaking one's word. Under the modern large-scale social production and market economy condition, people have formed an extensive and complicated credit relationship, in order to regulate this kind of extensive and complicated credit relationship effectively, we must have general, normal and strict laws. Good social credit order not only need the ethical inherent restraint of moral, but also need the externally obligation of law. Only this could form an effective credit mechanism.
