A Theoretical And Empirical Study Of The Tariffs Protection And Dynamic Comparative Advantage

Tariffs is a second best way to allocate resources or endowment. It is well known that free trade is the best choice to allocate resources. However, many kinds of the trade protection exist in the real world. The limitation of traditional trade theory lies on exogenizing the tariffs. On the contrary, the endogenous tariffs theory starts on the themes of the income or wealth distribution, so as to make up the gap between the theory and the reality, adding the ability to explain the real world.The dissertation systemically reviews the literature on the traditional trade theory, the new trade theory in which the core is the strategic trade policy, and the political economic study of the trade theory that is also called endogenous trade theory. On the base of the above work, starting on actualizing economic constringency based on implantation of endogenizing industrial comparative advantage and acceleration of dynamic comparative advantage update in our country, the dissertation analyzes empirically the real status of China's trade, tariffs and industry, mainly employing the available protection theory of the tariffs, the theory of strategic trade policy, the theory of endogenous and dynamic comparative advantages and the endogenous tariffs theory.The dissertation is divided into seven chapters. The first is the introduction. The second is the review which puts the emphasis on the detailed review of endogenous tariffs theory and the political economic theory of the tariffs game, and the purpose is to make suggestions on the tariffs reformation after China entered into the WTO. The third is the theoretical exploring of the relation between the tariffs, strategic trade policy, and the endogenous comparative advantage. This chapter states the ultimate purpose of the strategic trade policy that the core of the tariffs is to develop the endogenous comparative advantage and comprehensive elevate the national competitive advantage and the synthetic power. This chapter expects to inspire on Chinese county's trade policy and development strategy through teasing out the theory of endogenous comparative advantage.
