Civic culture is a series of concepts, attitudes, moral behaviors and orientations of value based on citizenship and behaviors, which represents spirits of participation in modern democracy and belief in rule of law. The history has indicated the gestation and growth of civic culture have begun since the periods of ancient Greek and ancient Rome, and the spirit of holism and spirit of dependence and conformity have appeared respectively within these two periods. Since the beginning of Middle Ages, the civic culture has been substituted by the culture of the subjects of a feudal ruler. However, the rise of cities derived the civic culture of modern times, which has achieved its shift of modernity due to the mature development of Enlightenment. Therefore, civic culture has become the major cultural background and value support essential to the rule of law order in western world. The experiences of countries in the process of reform also tell us that civic culture constitutes the vital value foundation of their process of rule of law. In contemporary times, civic culture has experienced a new shift and evolution, which constitutes the main impetuses to the reflection and reform of the rule of law. All the above facts demonstrate that civic culture is an informal institutional element and inner driving power in the process of rule of law, which bears the functions of orientation, integration and reflection, and thus constitutes the internal support and coincidence mechanism of ethics order and rule of law order.
