After the ending of the cold war, the globalization of world economy and multi-polarization of international politics eased off international tension. But Korean Peninsula is still "the living fossil" of cold war and the hot spots of the world. As a country concerned with this hot spot, Republic of Korea(ROK) becomes even more important in North-East Asia and the world because of its geopolitical element, solving of the problems of Korean Peninsula is complicated and uncertain, because of serious military confrontation, complex economic relationship, and complicated national contradiction, and also because there is no security precautions. Because of these geopolitical factors, the problem of Korea Peninsula can't be solved without the involvement of USA, China, Japan and Russia. After the cold war, the multi-polarization of the world and the good relationship among the great powers reduced the regional contradiction in solving Korean Peninsula's problems, and promote the autonomy of Korean Peninsula. For really along time, ROK depended more on USA in military and economy, so there is no independent diplomacy in ROK. But in recent year, with the development of its economy, promotion of its international status, maturity of its national democratic politics, and upsurging of its national self-esteem and self-confidence. ROK's autonomy of solving the problems in international affairs promoted greatly, and it demanded its leading role in solving Korean Peninsula's problems, and this intention is expressed by solving the Korean Nuclear Crisis. And ROK's special role in dealing with Korea-America relationship and in solving Korean Nuclear Crisis is obvious.The study of the problems of Korean Peninsula from ROK's point of view is weak, and this doesn't match the achievement of the study in otherfield and the important status of ROK in North-East Asia. So I choose ROK as my study object based on other expents' study on North-East Asia. As I mentioned above, ROK's maturity of democratic politics, rapid development of economy and military, increasingly upsurging of independence, important geographical position made it want to become the central country in North-East Asia. In order to achieve this purpose, ROK needs peaceful environment and economic cooperation of Democratic People's Republic of Korea (DPRK), but Korean Nuclear Crisis is not solved up to now. So ROK attachs more importance to the relationship with DPRK, conciliation and cooperation become the primary foreign policy of ROK, and this will promote its status in North-East Asia and the whole world.According to the above study, I decided the subject of my research, that is, study on Republic of Korea's Post-Cold War Policies to Democratic People's Republic of Korea. On the basis of Maxist dialectical materialism, historical materialism, basic theory of political science, international politics, international science of strategy; From the past, the present and the future; On politics, military and economy three variables; On ROK, Korean Peninsula and North-East Asia three levels, this thesis concerned about the study of political conciliation, military peace and economic cooperation with DPRK.The first chapter is about the background of ROK'past-cold war policy to DPRK. From history, the biggest obstacle that ROK's pre-cold war conciliatory policy to DPRK lacked continuity is directly or indirectly to make unity policy as political means. From reality,' this thesis tells about the changing situation about DPRK after the cold war and the policies of the four great powers to DPRK around Korean Peninsula. With the violent change in the Eastern Europe and the decay in the Soviet Union, the national and international environment of DPRK was worsened suddenly, this made DPRK to do some strategy adjustment in its domestic affairs and foreign policies. The mutual dependence in economy and common demand in security required the four great powers the key tone of their peninsular policy. This made ROK carry conciliatory policy to DPRK and actively involved in the problem solving in DPRK affairs.The second chapters is about ROK's political conciliation policy toDPRK. After the cold war, ROK is on the stage of the ending of military politics and enters the era of domestic politics. The government of ROK continuously improved the conciliatory policy to DPRK, made this policy more and more concrete, and entered the stage of dealing with peninsula problems under the background of North-East Asia. It is the reliable basis for ROK to carry out the policy of economic cooperation and military security.The third chapter is about ROK's military peace policy to DPRK. The policy of military security and economic cooperation is two pillar of ROK's policy to DPRK. To ROK, the powerful military force is the guarantee and backing for the policy of conciliation and cooperation to DPRK. After the cold war, with the changing of the situation inside and outside in USA and ROK. ROK made adjustments both in arms control and in ROK-USA coalition. ROK's demand of playing a leading role in the affairs of Korean Peninsula expressed by the chance of Korean Nuclear Crisis.The fourth chapter is economic cooperation between ROK and DPRK. With the propelling of mitigation of international situation and globalization of world economy, ROK began to cooperate with DPRK in economy with its strong economy strength, and strengthened its leading role in peninsula affairs. Economy cooperation policy has become one of the two pillars of ROK's policy to DPRK. Economy cooperation can enhance the exchange of manpower and material resources, restore mutual trust and national identity, and reduce the expense of unity. In the state of serious military confrontation, economy cooperation is a means of peace of in Korean Peninsula rather than promoting the development of economy. It has a positive function on the ending of the cold war system-ROK-DPRK confrontation which is lasting for 50 years, it also has a special function on relieving the strained relations on politics and military.The fifth chapter is the future development of ROK's policy to DPRK. ROK's leading role in the affairs of peninsula is the result of its effort, DPRK's requirement and the support of around countries. In future, in order to establish an institutional safeguard system on ROK-DPRK peace, ROK should stabilize national economy, promote North-South bilateral dialogue, relax military tension, establish military trust, and set up the institution of dialogueto DPRK. In order to form the driving force of leading role, ROK should have more patience, arouse more intelligence, coordinate the contradiction with around great powers, and actively participate the establishment of North-East cooperation system.At last, conclusions: 1. There is some development in ROK's leading role, but it was restricted by ROK-USA coalition, progress of conciliation between ROK and DPRK, cooperation degree of around countries. So ROK should coordinate the contradiction with around countries with more intelligence and patience in order to achieve their interests to a great extent.2. It is necessary for a countory to have independent defence capability. It is very necessary for ROK to have independent defence capability, and it is the basis to carry out conciliatory policy to DPRK. But it will bring negative effect on other countries, in order to eliminate the negative effect, ROK should strengthen the peace system in Korean Peninsula and North-East Asia, solve the security difficulty through negotiation on arms control.3. Relationship among the policies to DPRK on political conciliation, economic cooperation and military peace. Now, ROK's policies of political conciliation and economic cooperation are for peace purpose, it has a special function on reviewing strained situation on politics and military between North and South. Without cooperation, ROK-DPRK dialogue will lose driving force, and also dialogues promote economic cooperation, military alleviation. Conversely, military peace will guarantee the dialogues and cooperation. Strong national defence is the basis on performing the conciliatory policy to DPRK, without it, dialogue with DPRK will be dangerous, and without dialogue, this control power will become blindness.4. ROK should be aware of the adjustment of its policies to DPRK on politics, military and economy in different period. Near future: political conciliation and economic cooperation are means, military peace is the purpose. Middle period: establish the system of political dialogue, economic community, peace system in North-East Asia, on institutional framework, political conciliation and military peace are means, economic cooperation is the purpose. Long period: economic cooperation and military peace are means, peaceful and prosperous unity is the purpose. The most urgent matter is tosolve the Problem of the Peaee of Peninsula,neither overanxious for quiekresults,nor did Passive wait. 5 .China should take the advantage of contradietion of ROK一USA一JaPaneoalition,eoneiliation of ROK and DPRK, good relations with ROK andDPRK, ensure a buffer zone resisting USA and JaPan'5 offensive,Promote thePosition of China in dealing with intemational affairs.We should imProve rheeooPeration of eeonomy and trade between China and ROK,Pay attention tocommunieation and eonsultation,resolve eontradietions by WTO negotiation,and avoid harmness to eaeh othor.China should be on guard against thearound military trends,strengthen defence eaPability and military cooPeration,avoid unnecessary misunderstanding,China should also be the benefieiary ofNorth一E韶t ASia"Join ForCe,,.
