As an important part of the legal system of modern China, law and regulations concerning vocational education mainly based on practice of decades, modernized with education and law, and developed through the way of implantation. Then it tells how the law and regulations functions and draws the characteristics of the functioning course.Chapter 5 gives out comments and the reasons. Undoubtedly, the law and regulations concerning vocational education gained notable development; undeniably, it couldn't develop sufficiently. It couldn't get the restriction of historical circumstance rid of though it obtained from a wise road to modernization .Its process can really do good to today's law and regulations concerning vocational education and to the thinking of legal development.The conclusion part sums up the main ideas of the dissertation.
