The impacts of crisis events can divide into physical and social impacts.Many researcher think that social impacts are difficult to evaluate exactly in general method because they are multiform, non-programmed, complicated, etc. It is necessary to analyse and evaluate social impacts in order to manage and control crisis events, decrease impacts to social value, improve crisis answering ability. It was specific prescript in "Master State Plan for Rapid Response to Public Emergencies" that issued in 2006.1.The study on social impact of crisis event is an important portion of crisis management research. Currently, the study on the origin, mechanism, proliferation, appraisal of social impacts of crisis events have acquired much achievement in domestic and foreign research, but also has some problems.First, systematic characteristic of this domain research is insufficient, lacks the discipline the overlapping fusion. Next, there is no versatile quantificational method to appraisal social impacts of crisis events. Present research only revolves social impacts of the idiographic crisis event that bring to the society. Is once more insufficient to the information technology attention. Along with does the information science development, using the Internet resources to research social impacts of crisis events become a new topic, but the present research about this aspect is less.This paper discusses the reason and rule of social impact based on stressed, the distribution of roles and influencing mechanics under the crisis state, and analysises the diffusion model of crisis information, and gives a method to evalute social impact. The main viewpoints as follows:(1)The reaction differs from person to person in the state of crisis. There are 9 roles and 16 kinds of influece flows with great differences among them. The explanation to the influence in various states is appropriate because it considers different influences under different states. This paper gives a case study about Sunjiawan Mine Explosion to analyse the roles and influece flows.
